Bartonville board explores granting more liquor licenses

The village of Bartonville Board of Trustees met July 11 to explore the possibility of adding more class D liquor licenses.

Village of Bartonville Council Meeting Minutes

July 11, 2016 6:00 p.m.

Mayor Wolfe called the Council meeting to order at 6 p.m.

Present: Trustees Flier, Helms, Hart

Absent: Trustees Ricca, Hoopingarner, Jacobs Quorum Present.

Trustees Flier and Helms motioned to approve the June 13, 2016 Board Minutes and the

Communications.

Ayes: Trustees Flier, Helms, Hart

Nays: None Motion carried.

Trustees Flier and Helms motioned to approve the Expenditures and Supplementals.

Ayes: Trustees Flier, Helms, Hart

Nays: None Motion carried.

VISITORS

DEPARTMENT HEAD REPORTS

Public Works Supt John Hawksworth presented the monthly report and explained to the Board that there

is a hump in the patch job on Garfield that will be repaired when they do the work at Lawndale. Mr.

Hawksworth also informed the Board that the milling process tore out chunks of the 2007 Overlay in

Paddock Manor and this will have to be repaired so a parking ban in that area will need to be extended by

another week and a half or so.

Police Chief Brian Fengel presented the monthly report and informed the Board that 2 new dispatchers

were hired and that the part time Police training was going well.

Fire Chief Mike Cheatham presented the monthly report and stated that the incident recently at Limestone

Pool prompted him to move up safety training for the pool employees. Chief Cheatham reminded the

Board of the Fish Fry on August 4, 5 and 6th.

Parks/Recs- Jerry Betson gave his resignation to the Board and cited family reasons. Heidi Rhea will take

over as the new president and Mayor Wolfe requested this be added to the August 8, 2016 agenda.

Village Attorney

Trustees Flier and Helms motioned to approve Approval of closed session pursuant to Section 2(c)(11) of

the Open Meetings Act, to discuss pending litigation.

Ayes: Trustees Flier, Helms, Hart

Nays: None Motion carried.

Mayor

Mayor Wolfe wanted the consensus of the Board in regards to the possibility of adding more class D

liquor licenses (Beer&Wine). Greg Dean had contacted her about the possibility of his mother obtaining

the building next to Dizzy Deans for the purpose of a slot lounge. Trustee Hart thought that there were a

lot now and Mayor Wolfe stated she would like to see someone open that building. Trustee Flier stated

that he was pro business and then questioned if an individual could obtain two liquor licenses. Mayor

Wolfe responded that this would be his mother operating the business.

Trustee Flier and Helms motioned to approve a “Bartonville Block Party” on September 24, 2016 from

2:00 p.m. to 11:00 p.m. for Peacock’s Pub. Proceeds from this event will go to Easter Seals.

Village Clerk

Trustee Helms and Flier requested motion to approve Resolution #608

Trustee Hart questioned the expense and stated that it was being utilized. She was directed by the Mayor

to contact Pat Meyer to get further details and noted that the PUAT meetings needed to be attended.

- A RESOLUTION FOR THE

2017 MFT PUATS IN THE AMOUNT OF $2,226.24.

Ayes: Trustees Flier, Helms

Nays: Trustee Hart Motion carried.

Trustees Helms and Flier motioned to approve a roof sign at 4900 Becker Drive in the Industrial Park on

a building owned by Ron Thomas.

Ayes: Trustees Flier, Helms, Hart

Nays: Motion carried.

Trustee Reports

Trustees Helms and Flier motioned to approve Resolution #609

Ayes: Trustees Flier, Helms, Hart

- A Variance request for driveway width

at the Right of Way line at 501 Garfield, property of Robert Lawless.

Nays: None Motion carried.

Trustees Helms and Flier motioned to approve the revised Hurst Plat.

Ayes: Trustees Flier, Helms, Hart

Nays: None Motion carried.

Trustees Helms and Flier motioned to approve ORDINANCE #1741- AN ORDINANCE AMENDING

CHAPTER 54 (STREETS, SIDEWALKS AND OTHER PUBLIC PLACES) OF THE VILLAGE OF

BARTONVILLE CODE OF ORDINANCES.

Ayes: Trustees Flier, Helms, Hart

Nays: None Motion carried.

Meeting adjourned 6:21 p.m. to Executive Session.

Mayor Wolfe called Board of Trustees meeting into regular session at 6:55 p.m. with Roll Call.
