West Peoria Transportation Committee reviews engineering report.

The city of West Peoria Transportation Committee met Aug. 11 to review the engineering report.

Here is the meeting's agenda, as provided by the committee:

1. Call to order

Chair Silver called the meeting to order at 6:31 p.m.

2. Roll call

Members present were Chair Silver, Alderperson Barnes and Alderperson Reagan. Also present were Street Department Manager Strube, City engineer Hermann and Clerk Silver. Mayor Dillon arrived at 6:43 p.m.

3. Additions to /or deletions from the agenda

No additions or deletions to the agenda were offered.

4. Approval of minutes - July 14, 2016

Alderperson Barnes made a motion to approve the minutes of the July 14, 2016 meeting with corrections. Alderperson Reagan seconded the motion. Motion carried.

5. Review of Financial report

Alderperson Reagan made a motion to receive and file the financial report dated June 30, 2016. Alderperson Barnes seconded the motion. Motion carried.

City engineer Hermann reviewed the August 11, 2016 Engineer's report to City of West Peoria, including a committee discussion of details regarding the Callender/ Waverly storm sewer construction project scope and the proposed accessibility guidelines for pedestrian facilities in the public right of way. Chair Silver directed City engineer Hermann to attempt a proposal without a mid-block crossing as Hermann recommends but if necessary to receive IDOT approval, to propose the project with the mid-block crossing. Water lines are in the midst of being marked. Hermann also reported a resign variance discussion that will require a resolution from the City of West Peoria indicating how MFT funds will be used within the project. This requirement is new and part and part of an IDOT compliance review process change. Hermann proposed a letter from the City of West Peoria indicating the intentions of the committee and council. A concern on the engineering side include the delay of the project if IDOT cannot review plans until this MFT funding is determined. The committee agreed with the recommendation to send a letter from the city indicating the intentions of the committee and council if it's acceptable with IDOT. Street department manager Strube reported work goes on. Tilling on the alleys prior to seal coating was scheduled to begin today pending JULIE locates. Chair Silver started a discussion regarding the safety of city street workers and asked about the signage that's being posted. Mayor Dillon also directed Strube to put the signage up and get the license plates of the offenders and report them to the Peoria County Sheriff's office community officer. The committee discussed the widespread problem and it was agreed that the streets must be shut down when work is being performed to protect city street workers from bodily harm.

8. Old business

The committee discussed the upcoming deadline of September 1.

9. New business

a. Review and recommendation to council for Hermann & Associates invoice #2262 in the amount of $516.80 for engineering services (line item 01-41-532).

Motion to approve Hermann & Associates invoice #2262 in the amount of $516.90 for engineering services (Line item 01-41-532 was made by Alderperson Barnes. Alderperson Reagan seconded the motion. Chair Silver inquired about the review of plans for Rocky Glen parking lot improvement, City engineer Hermann explained what was reviewed. Alderperson Reagan made a motion to send the invoice to council, Alderperson Barnes seconded. Motion carried.

b. Review and recommendation to council for Hermann & Associates invoice #2263 in the amount of $11,176.01 for Callender/ Waverly storm sewer project (line item 15-00-532) Motion to approve Hermann & Associates invoice #2263 in the amount of $11,176.01 for Callender/ Waverly storm sewer project (line item 15-00-532) and send to council was made by Alderperson Reagan. Alderperson Barnes seconded the motion. Motion carried.

10. Public comment

No public comment was offered.

11. Adjournment

Alderperson Barnes made a motion to adjourn the meeting at 7:05 p.m. Alderperson Reagan seconded the motion. Motion carried unanimously by voice.
