West Peoria Public Safety Committee provides annexation update

The city of West Peoria Public Safety Committee met Oct. 18 to provide an annexation update.

Here are is the meeting's agenda, as provided by the committee:

Call to order

Chair Ganson called the meeting to order at 6:32 p.m.

Roll call

Members present were Chair Ganson and Alderperson Martindale. Also present were Mayor Dillon, Code enforcement officer Wallace and officer Davis, Clerk Silver, Brian Beatty, Tom Davis and an unnamed resident. Absent was Alderperson Thomas.

Additions to/ or deletions from the agenda

Chair Ganson added the PCAPS Agreement under discussion only for item 10.

Approval of minutes - September 20, 2016

Chair Ganson made a motion to approve the minutes of the September 20, 2016 meeting. Alderperson Martindale seconded the motion. Motion carried.

Review of monthly financial report

Alderperson Martindale made a motion to receive and file the financial report dated August 31, 2016. Chair Ganson seconded the motion. Motion carried.

Public comment

A resident requested a handicap sign to be put in front of a property in the 2100 block of Barker. The resident explained the challenges faced in accessing vehicle entry and exit. The committee discussed challenges with parking in the vicinity of the resident's address, including violations at neighboring addresses and proximity of neighboring vehicles. Chair Ganson provided historical detail on past request of that nature, ultimately responding that the committee has no jurisdiction to place legal signage in front of private residences without adding ADA compliant curbing.

i. Annexation update

Code enforcement officer Wallace reported that vegetation has slowed and alleys are clear. Wallace reported a conversation of October 18th (today) with a group of contacts regarding the property at 2129 W. Rohmann who may be able to provide a more rapid solution to the legal proceedings the city currently has scheduled for emergency demolition of the garage and fence. Mayor Dillon reported a conversation with a party interested in purchasing the property, who may be in contact with the bank as well. The committee is encouraged with the potential for swift resolution with this property. Contact has been made regarding new owners with two properties in the 2500 block of Laura and outstanding liens have been communicated with the owners of at least one if not both properties. A conversation with Ameren has been re-initiated regarding the property at 2704 W. Nebraska. A property owner at Edna court is being cooperative regarding cleanup of vegetation at the property. The committee also discussed a property with multiple violations and a non-responsive resident. Steps to remediate the situation were discussed, including contacting the Peoria County Sheriff's department and a waste removal company as well as potential challenges with an in ground pool at the neighboring property.

New business

a. Discussion and consideration of fire sprinkler requirements

b. Discuss and consideration of request from resident regarding handicapped sign in front of property.

Chair Ganson outline fire sprinkler requirements and the article that prompted the discussion. The opinion of Chair Ganson was that the expense of the fire sprinkler requirements for a single family home would be prohibitive. Mayor Dillon noted past discussions regarding the topic. At the present time, the committee opts to

Mayor Dillon shared a request from the West Peoria Fire Protection District to recommend a new trustee to replace Jim McCarter. The recommendation will to to council on October 25.

No public comment was offered.

*Addition to the agenda at the request of Chair Ganson. A copy of the letter from Peoria county animal protection services agreement will go to council on October 25.

Adjournment

Alderperson Martindale made a motion to adjourn the meeting at 7:19 p.m. Chair Ganson seconded the motion. Motion carried unanimously by voice.
