West Peoria Finance Committee reviews proposed tax levy ordinance

West Peoria Finance Committee will met Tuesday, Nov. 1.

Here are the minutes as provided by West Peoria:

Call to order

Chair Meismer called the meeting to order at 5:30 p.m.

Roll call

Members present were Chair Meismer and Alderperson Martindale. Also present were Mayor Dillon, City administrator Carlson, City treasurer Main, Finance assistance Krider, Finance intern Burmood, Eric Jones, CPA and Clerk Silver. Absent was Alderperson Reagan.

Additions to/ or deletions from the agenda

City administrator Carlson added item E. Christmas party under new business.

Approval of minutes from regular meeting - October 4, 2016

Alderperson Martindale made a motion to approve the minutes of the October 4, 2016 meeting. Chair Meismer seconded the motion. Motion carried.

Review of financial report

Alderperson Martindale made a motion to receive and file the financial report dated September 30, 2016. Chair Meismer seconded the motion. Motion carried.

Eric Jones, Auditor - Tax Levy Estimate

Eric Jones, CPA distributed a proposed ordinance levying taxes for the fiscal year beginning May 1, 2016 and ending April 30, 2017. Jones presented an overview how the funding is determined.

City administrator Carlson noted some new changes in the enterprise zone with more detail to come in the future.

New business - review and recommendations to council

a. Motion to approve of purchase order for invoice #P93353 in the amount of $2,544.00 to Young's security systems, inc. for installation of City hall's new security system (line item 01-11-511_ was made by Alderperson Martindale. Chair Meismer seconded the motion. Motion carried.

b. Motion to approve 7 purchase totaling $6,375.00 for 2016 City redevelopment Grant (line item 01-11-503) was made by ALderperson Martindale. Chair Meismer seconded the motion. Motion carried.

c. Motion to approve 4 purchase totaling $6,375.00 for FY2017 TIF 1 Grant (line item 15-00-929) was made by Alderperson Martindale. Chair Meismer seconded the motion. Motion carried.

d. Motion to approve purchase orders for invoice #2017 and invoice 2016 totaling $29,425.01 to IML Risk management association for insurance renewal and December 2016 to January 2017 premium (line item 01-11-592) was made by Alderperson Martindale. A 1% discount is being granted for payment by December. Chair Meismer seconded the motion. Motion carried.

e. City administrator Carlson outlined proposed plans for the Christmas party. Chair Meismer will look into procuring a location on a Saturday in February 2017.

Alderperson Martindale inquired about the bid process for demolition and the variables involved in the process. Mayor Dillon noted the scope of the project and nature of the removal debris are a large part of the demolition costs.

Motion to adjourn the meeting was made by Chair Meismer at 5:42 p.m. Alderperson Martindale seconded the motion.
