West Peoria City Council approves asphalt purchase

The West Peoria City Council met Dec. 13 to approve an asphalt purchase.

Here are the meeting's minutes, as provided by the council:

The city council consists of eight aldermen who are elected to four-year terms. The council meets at 7 p.m. on the second and fourth Tuesday of each month.

A regular meeting of the West Peoria City Council was held at West Peoria City Hall located at 2506 W. Rohmann Avenue, West Peoria, Illinois 61604 on December 13, 2016 at 7:00 p.m.

1. Call to Order Mayor Dillon called the meeting to order at 7:00 p.m.

2. Pledge of Allegiance The pledge of allegiance was led by Scout Troop 225. Mayor Dillon offered cookies to the Scouts.

3. Ro|| Ca|||| Members present were Mayor Dillon, Alderpersons Dohm, Thomas, Meismer, Reagan, Barnes, Ganson, Martindale, and Silver. Also present were Attorney Martinelli, Community Officer Middlemas,

Videographer Reinhart, Carolyn Gorsich, Jackie Allison, John Siewert II, Scout Leader Ripp with Troop H225 and Clerk Silver.

4. Additions to/or Deletions from Agenda No additions or deletions to the agenda were offered.

5. Approval of Minutes - November 22, 2016 Alderperson Barnes made a motion to approve the minutes of the November 22, 2016 meeting with no corrections. Alderperson Reagan seconded the motion.

6. Community Police Report Deputy Middlemas reported an armed robbery to a business on Farmington Road, arrest made later in the evening. December 11, residential burglary in the 1100 block of Radan Court, a suspect is named and investigation is ongoing. Counterfeit twenty dollar bills have been found in West Peoria and Deputy Middlemas reminds residents to be aware of surroundings and where gifts are stored in the home to deter potential thieves. A scout inquired about the effects of budget concerns on police protection and Deputy Middlemas reported no concerns in West Peoria and explained the details of the federal grant enabling the city to continue police protection and budget expectations when the grant expires.

7. Mayor's Report Mayor Dillon thanked the scouts for attending. Mayor Dillon reported a tree down on Sterling Hill that the community officers are investigating. The Mayor's Association dinner is planned for Wednesday, December 14, 2016. Attorney Martinelli also confirmed the court date for a nuisance garage of December 19". A scout asked about heroin usage on the rise and how the scouts could help. Deputy Middlemas responded by outlining the process that is undertaken with heroin deaths and the corresponding dip in occurrences. In addition, Middlemas reported that officers are now trained on administering NARCAN to prevent heroin overdosing.

8. Public Comment No public comment was offered.

9. Committee Reports

a. Finance Committee Chair Meismer reported the committee last met on Tuesday, December 6, 2016 at 5:30 p.m. The Committee discussed the financial status of the city and reported expenses currently under budget. Ward 2 had the best voting record in the county and Meismer offered congratulations for that achievement. A scout inquired about who decides what the salary is for elected officials. Mayor Dillon responded salaries haven't been raised in approximately 12 years and outlined the process necessary to make salary adjustments and the council responsibility to vote on any suggested changes. The committee next meets on Tuesday, January 3, 2016 at 5:30 p.m.

b. Land Use Committee Chair Dohm reported the committee last met on Wednesday, November 16, 2016. The committee next meets on Wednesday, December 21, 2016 at 6:30 p.m. at City Hall. Chair Dohm noted West Peoria, as a whole, had the largest voter turnout per capita in the county.

c. Public Safety Committee

Chair Ganson reported the committee last met on Tuesday, November 15, 2016. The committee next meets on Tuesday, January 17, 2017 at 6:30 p.m.

d. Transportation Committee Chair Silver reported the committee last met on Thursday, December 8, 2016 and discussed financial report, plans for Callender/Waverly sewer project and are waiting for comments before soliciting bids. The committee discussed a storm water management plan for compliance with the Federal Clean Water Act. Compliance with permits and plans required by the EPA were discussed and six minimum control measures are being tackled 2 per meeting for compliance with the May 2017 due date for the next plan submission. Sidewalk petitions for Barker and Manor Parkway were reviewed. Street sweeping and alley cleaning is ongoing. Chair Silver reminded residents to get vehicles off the streets when 2 inches of accumulation or more are forecasted. The committee next meets on Thursday, January 12, 2016 at 6:30 p.m.

10. New Business a. Alderperson Dohm made a motion to approve the 2017 City Calendar. Alderperson Reagan seconded the motion.

b. Alderperson Meismer made a motion to approve Ordinance 2016-13 An Ordinance Levying Taxes for All Corporate Purposes for the City of West Peoria, Peoria County, Illinois for the Fiscal Year Beginning May 1, 2016 and Ending April 30, 2017. Alderperson Reagan seconded the motion. Discussion: Clarification for the tax levy process was asked about. Mayor Dillon explained the tax levy process and how an increase wasn't necessary currently. Roll Call Vote Ayes- Meismer, Reagan, Dohm, Thomas, Barnes, Ganson, Martindale, Silver - 8

C. Alderperson Meismer made a motion to approve one purchase totaling $1,000.00 for 2016 City Redevelopment Grant (Line item 01-11-503). Alderperson Barnes seconded the motion. Discussion: No discussion. Roll Call Vote Ayes- Meismer, Barnes, Dohm, Thomas, Reagan, Ganson, Martindale, Silver - 8 Nays - O

Absent - O Motion Carried.

d. Alderperson Meismer made a motion to approve purchase order for invoice #5886, in the amount of $3,208.45 to River City Supply for asphalt (Line Item 01-41-614). Alderperson Silver seconded the motion.

e. Alderperson Silver made a motion to approve purchase order for invoice #2297, in the amount of $10,982.88 to Hermann & Associates, LLC for Callender/Waverly Storm Sewer Project (Line Item 15-00532). Alderperson Reagan seconded the motion.

Discussion: No discussion. Roll Call Wote Ayes - Silver, Reagan, Dohm, Thomas, Meismer, Barnes, Ganson, Martindale, -8 Nays - O

f. Alderperson Silver made a motion to approve purchase order for invoice #30346, in the amount of S8047.70 to Dillon Plumbing for repair of collapsed storm pipe at Cedar & Callender (Line item 01-41890). Alderperson Barnes seconded the motion.

Discussion: No discussion. Roll Call Vote Ayes - Silver, Barnes, Dohm, Thomas, Meismer, Reagan, Ganson, Martindale-8 Nays - O

11. Public Comment A scout inquired about the POW MIA flag represented in the room and members of the council responded as to its meaning. Resident Carolyn Gorsich distributed a petition to members of the council signed by various business owners and shared concerns regarding the beautification efforts in the city. Mayor Dillon encouraged involvement with the volunteer organization that maintains the areas and expressed his appreciation for the volunteers whose efforts go into the maintenance. Videographer Reinhart thanked the council members for their years of service and the thanks was returned for his 23 years of volunteer service to the residents of West Peoria.

12. Motion to adjourn the meeting was made by Alderperson Meismer at 7:39 p.m. Alderperson Silver seconded the motion. Motion carried unanimously by voice.
