Call to Order:

Chairman Baietto called the meeting to order at 1:00 pm.

Approval of Minutes:

A motion to approve the minutes of January 23, 2017 was made by Mr. Elsasser and seconded by Mr. Salzer. The motion carried.

Informational Items / Reports / Other Minutes / Updates:

• PCAPS Monthly Department Report 

Ms. Domenighini directed committee members to the report included in the committee packet. No questions or comments from committee.

• ETSB 

Mr. Tuttle commented that Peoria County is mandated by the State of Illinois to reduce the number of dispatch centers from four to two by the end of 2018. He advised that the dispatch center in Chillicothe closed on January 26th and dispatch centers will be reduced to the required two in the next 14 to 18 months.

• Emergency Management Agency Update

 No report. No questions or comments from committee. 

• Peoria County Sheriff's Office participation in a Regional Agency Grant for body worn cameras (BWC) 

Sheriff McCoy advised that the City of Peoria has requested the participation of Peoria County and several other communities in applying for a grant for body worn cameras. He stated that the cost to the county would be $75,000.00, with a match of $30,000.00, and funds for the purchase would not be applicable until the 2018 budget.

• Public Defender Report 

No report. No questions or comments from committee.

• Sustainability and Resource Conservation Office Ms. Raithel directed committee members to the report included in the committee packet. No questions or comments from committee.

• Landfill Update 

Mr. Coulter provided a history of the landfill siting process and an update on the status of Landfill #3, anticipated to open in January 2022. He advised that after several changes, the IEPA has approved the applications for both Landfill #3 and the Citizen's Convenience Center/Hazardous Household Waste Collection Center (HHWCC) and development permits have been received for both sites. He noted that construction of transfer stations must be commenced within two years of receipt of the IEPA permit and stated that as the (HHWCC) is viewed as a transfer station, some construction must be completed by February 2018 in order to avoid repeating the local siting improvement process. He further commented that the area of the proposed HHWCC is the current location of Waste Management's drop-off center. He stated that a plan was developed and approved by the IEPA whereby a portion of the concrete foundation can be constructed in such a way that it will not interrupt Waste Management's operation. He advised that construction of the foundation will take place this summer. Construction on the landfill facility itself must commence within three years of June 14, 2016. 

Mr. Coulter advised that clearance of trees will take place in 2018, along with placement of groundwater monitoring wells at the landfill property. Site construction, as well as a wetland mitigation site, is anticipated to take place in 2019/2020. He advised that construction of the HHWCC would take place in 2021. 

Resolutions:

• Appropriate funding donated by Petco Foundation into the PCAPS Medical Fund 

A motion to approve was made by Ms. Parker and seconded by Mr. Rieker. Ms. Domenighini advised that the Petco Foundations nominated PCAPS as a recipient of their holiday donations. The funds will utilized for medical supplies and procedures in order to better prepare animal for adoption. The motion carried. 

• Appointment of Lt. Tom Mitzelfelt as Peoria County EMA Coordinator:

A motion to approve was made by Mr. Salzer and seconded by Ms. Williams. Sheriff McCoy stated that the current EMA Coordinator has announced his retirement, and advised that Lt. Mitzelfelt, the current Special Projects Lieutenant, is being recommended for appointment to the position. The motion carried. 

• Appropriation to cover expenses for Rural Residential Recycling Grants and Sustainability Grants 

A motion to approve was made by Mr. Elsasser and seconded by Ms. Parker. The motion carried. 

• Appropriation to finance the microfilming of criminal and civil court documents 

A motion to approve was made by Ms. Williams and seconded by Ms. Parker. Mr. O'Connor advised that an FY 2016 project to prepare court documents to be microfilmed was not able to be completed due to the loss of staff as a result of budget cuts. Staff is requesting that $12,000.00 in unused funds be appropriated in order to complete the project. The motion carried. 

• Public Defender Agreement Extension 

A motion to approve was made by Mr. Elsasser and seconded by Mr. Rieker. Judge Gilfillan advised that the current agreement expired on December 31, 2016, and since the expiration the Public Defender has been operating on month to month extensions. Staff is proposing a three month extension of the agreement, through March 31, 2017. He stated that Judge Hoos, Judge Lyons and Judge Vespa are beginning initial discussions regarding a longer term contract. The motion carried. 

Miscellaneous: 

Sheriff McCoy advised that the restructuring of the Sheriff's Office and reduction of available officers at the courthouse has necessitated the possibility of closing the Jefferson Street entrance to the courthouse, and converting it to a turnstile exit only.
