Peoria County Infrastructure Committee met January 23.

Members Present: Phillip Salzer, Chairman; Rachael Parker - Vice-Chairman, Gregory Adamson, James Dillon Barry Robinson

Members Absent:

Others Present: Scott Sorrel - County Administrator; Mark Rothert - Assistant County Administrator; Ben Ciravolo - State's Attorney's Office; Brad Harding, Sharon Williams - County Board Members; Eric Dubrowski - Chief Financial Officer; Amy Benecke McLaren, Jeff Gilles - County Highway; Dan O'Connell - Facilities Director; Mark Little - Chief Financial Officer; Andrew Dwyer - Greater Peoria Mass Transit District

Call to Order:

Chairman Salzer called the meeting to order at 2:30 p.m.

Approval of Minutes:

A motion to approve the Land Use and Infrastructure minutes of December 19, 2016 was made by Ms. Parker and seconded by Mr. Dillon. The motion carried.

Informational:

• Greater Peoria Sanitary District

No report; no questions or comments from committee. Report was received and filed.

• Facilities Master Plan

Mr. O'Connell noted several projects that have been initiated, including the remodel of the County Clerk's office to accommodate the functions of the Recorder of Deeds and the redesign of the new Election Commission space on Brandywine Drive. He stated that there is the possibility of relocating the offices of VAC and Recycling to the same facility in the future if design issues can be resolved. He also stated that the installation of Jail Central Control equipment is nearing completion, while the multi-year project of new jail lock installation continues on schedule. An upgrade of JDC Central Controls is also underway.

• Rural Peoria County Transportation System

Mr. Dwyer provided a brief overview of the services provided by CountyLink.

Resolutions:

• Supplemental Preliminary Engineering Services Agreement with Midwest Engineering Associates Inc. for a Preliminary Environmental Site Assessment of Lancaster and Pfeiffer Road intersection safety improvements

A motion to approve, with the review and approval of the State's Attorney's Office, was made by Mr. Dillon and seconded by Mr. Robinson. Mr. Gilles advised that the county entered into an agreement with Midwest Engineering in August 2016 to design site improvements at the intersection of Lancaster and Pfeiffer Roads. He stated that during the design process it was determined that additional environmental surveys were required. Staff is requesting entering into a supplemental agreement with Midwest Engineering in order to perform those services. The motion carried unanimously.

• Supplemental Engineering Services Agreement with Midwest Engineering Associates Inc. for Phase 2 engineering for the reconstruction of a portion of Old Galena Road

A motion to approve, with the review and approval of the State's Attorney's Office, was made by Mr. Dillon and seconded by Ms. Parker. Mr. Gilles advised that the county entered into an engineering services agreement with Midwest Engineering in December 2016 to design the reconstruction of the Old Galena Road and Cedar Hills Drive intersection. He added that in the same month, the PPUATS (Peoria Pekin Urbanized Area Transportation Study) Policy Committee approved federal funding for the construction of Old Galena Road from Cedar Hills Drive to Boy Scout Road. He commented that approval of the supplemental engineering services agreement will allow Midwest Engineering to expand the scope of work to include both projects. The motion carried unanimously.

• Financial Commitment of Local Funds for Reconstruction of a portion of Old Galena Road

A motion to approve, with the review and approval of the State's Attorney's Office, was made by Mr. Dillon and seconded by Mr. Robinson. Mr. Gilles advised that the county will be applying for funding through PPUATS for reconstruction of a portion of Old Galena Road, with one of the requirements being a commitment via resolution to provide the local match is funding is awarded. He stated that the resolution commits the county to utilizing Motor Fuel Tax funds as the 30% local match. The motion carried unanimously.

• Highway Department Overview:

Ms. McLaren provided an overview of the services provided by the County Highway Department.
