West Peoria City Council met May 9.

Here is the minutes provided by the Council:

1. Call to Order

Mayor Dillon called the meeting to order at 7:00 p.m.

2. Pledge of Allegiance

The pledge of allegiance was led by Mayor Dillon.

3. Roll Call

Members present were Mayor Dillon, Alderpersons Dohm, Thomas, Meismer, Reagan, Barnes, Ganson, Martindale, and Silver. Also present were Community Officer Garen Demery arrived at 7:14 p.m.), Interim City Administrator Krider, City Attorney Martinelli, John Bathke, Videographer Rolland Reinhart, Street Department Manager Strube, Tonya Ganson, Gus Ganson, Sharon Kennedy, Jack Siewert, Sheila Siewert, John Siewert II, Clark Abraham, Kelly Abraham, Bob De Sutter, Joe Urbanc, Trish Flynn, Jim Flynn, Keith Morrell, John Powell, Sandy De Sutter, Matt Dillon Cindy Volk arrived at 7:35 p.m.) and Clerk Silver.

4. Additions to/or Deletions from Agenda

No additions to, or deletions from the agenda were offered.

5. Proclamations, Service to Community

a. Joe Urbanc

b. Alderperson Ganson, Ward 3

c. Township Supervisor Bob De Sutter

Mayor Dillon presented proclamations to Joe Urbanc, Alderperson Ganson and Bob De Sutter for their service to the community. Each recipient said a few words about their contribution and thanked the council.

6. Approval of Minutes - April 25, 2017 and April 28, 2017

Alderperson Ganson made a motion to approve the minutes of the April 25, 2017 meeting. Alderperson Reagan seconded the motion.

Nays - 0 Motion Carried.

Alderperson Barnes made a motion to approve the minutes of the April 28, 2017 meeting. Alderperson Reagan seconded the motion.

7. Community Police Report

Deputy Demery provided an update on a burglary on Barker, all suspects have been arrested from that incident.

8. Mayor's Report

Mayor Dillon reported clean-up day success which included 17,000 pounds of e-waste, televisions, computers, and monitors. Mayor Dillon also announced a ceremony for the Temple Hill Road project on June 3, 2017 same day as the Jamboree Run and the Mayor encouraged everyone to return for the Jamboree carnival later in the afternoon. July 4th parade planning is coming along, lineup changes are being discussed to aid in the pacing of the parade. Market on Moss is planned for May 27, with a rain date of May 28 and the Mayor commented on traffic control plans for the day. Community Yard sales are planned for May 21. Alderperson Dohm raised the option of one way traffic only on Moss Avenue for that day.

9. Inauguration of Newly Elected Officials, Re-elected Officials and Appointment of Officials for the City of West Peoria, Illinois

Clerk Silver conducted the swearing in of Alderperson LeRoy Dohm, Jr, Alderperson Jerry Meismer, Alderperson Jamie Silver and Alderperson John Siewert II. Alderperson Ganson then vacated his seat at the council table and Alderperson John Siewert II took his seat at the table.

10. Public Comment

No public comment was offered.

11. Committee Reports

a. Finance Committee

Chair Meismer reported the committee meeting met last Tuesday and discussed TIF reimbursements, grant requests from the West Peoria Residents' Association and the Jamboree Run, goals for the year and possibilities of building a new city hall and storm sewer construction timeline and expenses. Meismer also announced the final billing for Sterling Hill was received. The committee next meets on June 6 or 7 as meeting times are amid changes, meeting time will remain 5:30 p.m. at City Hall. Mayor Dillon noted the committee chairs should meet with the City Administrator to discuss the times. An effort is being made to ensure that two committee meetings occur before each council meeting.

b. Land Use Committee

Chair Dohm reported the committee next meets on May 17, 2017 at 6:30 p.m. at City Hall.

c. Public Safety Committee

Alderperson Martindale reported the committee next meets on May 16, 2017 at 6:30 p.m. at City Hall.

d. Transportation Committee

Chair Silver reported that Barker sidewalk construction is underway and anticipates completion before the end of May. Callender / Waverly storm sewer construction is also scheduled to start shortly with anticipated completion of key portions of the project prior to 4 of July parade. The committee next meets on Thursday, May 11, 2017 at 6:30 p.m. Mayor Dillon reported approvals from IDOT are pending before construction can start.

12. New Business

a. Motion to approve payment of TIF Reimbursements in the amount of $2,000 (line #15-00-507) was made by Alderperson Meismer. Alderperson Barnes seconded the motion.

b. Motion to approve payment of Grant Request 2017-01 from the West Peoria Residents' Association in the amount of $2,000.00 for the publication of the West Peoria News was made by Alderperson Meismer. Alderperson Barnes seconded the motion.

c. Motion to approve payment of Grant Request 2017-02 from the West Peoria Residents' Association Jamboree Run Committee in the amount of $250 for sponsorships of the Jamboree Run 2017 was made by Alderperson Barnes. Alderperson Dohm seconded the motion.

Abstain -1, Silver Motion Carried.

d. Motion to approve proposal from C& G Construction for ADA ramps in the amount of $10,640.00 (Line item was made by Alderperson Barnes. Alderperson Silver seconded the motion.

Discussion: Mayor Dillon Commented that the ADA ramps were put out for bid originally the ADA ramps were all going to be done separately and when they got to the two corners, that's what it came up to and one of them was already done.

e. Motion to approve payment of purchase order 13206 to IDOT in the amount of $104,662.40 (Line Item 01-41-860) was made by Alderperson Meismer. Alderperson Reagan seconded the motion.

f. Motion to approve payment of purchase order 13165 to Horowitz Concrete in the amount of $4,990.00 (Line item 01-41-614) was made by Alderperson Silver. Alderperson Barnes seconded the motion.

Discussion: Mayor Dillon reported that this was at the end of Edgehill corner on a tight circle which was being torn up by vehicles and Horowitz was contracted to do the project while in the area on some other work.

13. Public Comment

Bob De Sutter announced that Saturday May 27 at 10 a.m. the Memorial Day service will be held at the Franciscan Park.

Alderperson Meismer made a motion to adjourn the meeting at 7:40 p.m. Alderperson Reagan seconded the motion. Motion carried unanimously by voice.
