Village Of Bellevue Board of Trustees met Tuesday, May 23.

Here is the minutes provided by the Board:

The Village Council of the Village of Bellevue, Peoria County, Illinois, met in Regular Session May13, 2017. Mayor Terry Johnson called the meeting to order at 6:00 P.M.

Chairman Johnson directed Clerk Wilson to call Roll.

Present: Mayor, Terry Johnson

Village Clerk, Jennifer Wilson

Trustees: Aaron Lannert, Dean Merriman, Francis Heskett, Leroy Wiseman, Martin Schuettler

Also Present: Village Attorney, Lane Alster

Superintendent, Steve Wilson

Zoning Officer, Rich Stoneburner

Peoria County Police Officer, Andrews

Absent: Chad Murphy

Chairman Johnson declared a Quorum present.

The Minutes of the Regular Council Meeting held on May 09, 2017 were presented. Motion Trustee Heskett, second Trustee Wiseman, that the Council approve Minutes as presented.

Motion carried via voce vote.

Motion Trustee Merriman, second Trustee Schuettler, that bills as presented be paid and the payrolls and transfers be approved.

Roll Call Vote was:

Ayes: Lannert, Schuettler, Heskett, Merriman, Wiseman

Nays: None

Chairman Johnson declared motion carried.

Motion Trustee Merriman, second Trustee Lannert, to discuss the Drain issues on Maxwell Ct. and Closen Rd.

Roll Call Vote was:

Ayes: Lannert, Schuettler, Heskett, Merriman, Wiseman

Nays: None

Chairman Johnson declared motion carried.

Board Discussion

Chairman Johnson- With all the rain it has caused a lot of havoc in town.

Speaker- Superintendent Wilson- At the bottom of Limestone Ln., and Closen Rd., the bottom of the drain has rotted out. To have it lined, by P.J. Hoerr, to meet new EPA standards, it would cost between $12,000. - $15,000. It would also, take several loads of rock at the end of pipe. All together approximately $20,000. At 400 Maxwell Ct., 20 sq. ft. of collapsed pipe that goes through a yard has washed out. To replace all at 140 sq. ft. would be approximately $5,000. - $6,000., with black plastic pipe.

Closen Rd., is fairly deep at 7 ft. We would have to shut road off, for 1 week.

Trustee Merriman- Will we be able to tie into it.

Speaker- Superintendent Wilson- Checking Temporary Easements.

Trustee Lannert- It would be a permanent lining a permanent fix?

Chairman Johnson- Hopefully long beyond us.

Speaker- Superintendent Wilson- Figure about $12,000.

Chairman Johnson- Closen Rd $20,000. - $25,000. Maxwell Ct. $5,000. - $6,000

Trustee Wiseman- What about water on Anna St.

Chairman Johnson- We have not received a recommendation on this issue yet. They have taken pictures. They may be having problems figuring out what to do.

Village Attorney, Lane- Recommended Motion should be made for $31,000 for repairs.

Motion Trustee Wiseman, second Trustee Merriman, to approve $31,000.00 for drain repair.

Nays: None

Chairman Johnson declared motion carried.

Chairman Johnson- Approval of purchasing salt.

Speaker- Superintendent Wilson- We have agreed already for the purchase of salt, for the winter of 2016, 2017.

Chairman Johnson- Do we have the area?

Speaker- Superintendent Wilson- Yes, If M.F.T. Fund is not cleared up by Mid-June, we will have to use General Fund. We are committed to buy 150 tons.

Trustee Merriman- How much is left over? Do we have enough for a bad winter?

Speaker- Superintendent Wilson- 200 tons Yes we have enough for a bad winter.

Chairman Johnson- Approval for purchasing flags.

Chairman Johnson- Steve how many flags are wore out? Do we want to purchase more than needed or just flags that are worn out?

Trustee Merriman- How much are they Steve?

Speaker- Superintendent Wilson- Just flags $25 each, with poles/ complete $65 each.

Motion Trustee Merriman, second Trustee Lannert, to approve purchasing 25 flags.

Ayes: Lannert, Schuettler, Heskett, Merriman, Wiseman

Nays: None

Chairman Johnson declared motion carried.

Speaker- Peoria County Police Officer, Andrew- I checked on storage, no one there. Did stop red tow truck, owned by Danny White, not over capacity, state inspection, warnings given, and 10 days to correct, court dates, and issued tickets. State will require proof something done to correct issues. Danny White was not available.

Speaker- Bill Johnson- Did Chris Mckenrick get ticket yet?

Village Attorney, Lane- Has been served but failed to appear for court date, default judgement. $4,000 fines, failure to pay, could go into collection service, assets.

Trustee Heskett- Did Hardware cut grass? Neighbor in yellow house?

Chairman Johnson- Rich is garbage removed from house?

Village Attorney, Lane- Garbage is issue, structure- fine, garbage violation.

Chairman Johnson- Instructed Zoning officer, Rich to check into this.

Village Attorney, Lane- Morris is not served yet? In regards to annexation, Harmon Hwy., video gaming cafe, with or without alcohol sales, set standard. Percentage of sales on food or liquor?

Chairman Johnson- Maybe no restrictions.

Village Attorney, Lane- Class of Liquor license, Mix beer and wine, or food and beverage? Maximize revenue 

Trustee Wiseman- Should have food and video gaming.

Chairman Johnson- Yes, food will be a requirement not just machines. Must have food.

Village Attorney, Lane- Alcohol is not usually a condition of agreement. Also, owner of River City Roofing was happy with offer.

Chairman Johnson- Ron Shaw may open New Mexican restaurant. Chairman Johnson asked Zoning officer, Rich what about dead tree on Closen Rd?

Zoning Officer, Rich Stoneburner- Owner left message, and I will call back.

Motion Trustee Lannert, second Trustee Schuettler, to close meeting.

Ayes: Lannert, Schuettler, Heskett, Merriman, Wiseman

Nays: None

Chairman Johnson announced that there being no further business the Council meeting adjourned at 6:35 p.m.
