West Peoria City Council met July 25.

Here is the minutes as provided by the council:

A regular meeting of the West Peoria City Council was held at West Peoria City Hall located at 2506 W. Rohmann Avenue, West Peoria, Illinois 61604 on July 25, 2017 at 7:00 p.m.

1. Call to Order 

Mayor Dillon called the meeting to order at 7:00 p.m.

2.  Pledge of Allegiance 

The pledge of allegiance was led by Mayor Dillon.

3.  Roll Call 

Members present were Mayor Dillon, Alderpersons Dohm, Thomas, Meismer, Reagan, Barnes, Siewert, Martindale and Silver. Also present were City Treasurer Main, City Administrator Krider, City Attorney Connor, Videographer Rolland Reinhart, Bob DeSutter, Deputy Demery and Clerk Silver.

4.  Additions to/or Deletions from Agenda 

No additions or deletions were offered for the agenda.

5.  Approval of Minutes - July 11, 2017 

Alderperson Barnes made a motion to approve the minutes of the July 11, 2017 meeting. Alderperson Thomas Seconded the motion.

Discussion: No discussion. 

Roll Call Vote Ayes-Barnes, Thomas, Dohm, Meismer, Reagan, Siewert, Martindale, Silver-8; Nays -0. 

Motion Carried.

6.  Community Police Report 

Deputy Demery reported there were two house fires. One was on Wandering Springs and one was on Callender. The detectives are investigating and don't believe there was any foul play. Discussed an incident involving possible car break in or vandalism to a car on Kellogg. Deputy Demery took the report and it is still under investigation.

7.  Treasurer's Report 

City Administrator Krider distributed the Treasurer's Report dated May 2017. Alderperson Meismer made a motion to receive and file the report. Alderperson Reagan seconded the motion. 

Discussion: No discussion.

Roll Call Vote Ayes- Meismer, Reagan, Dohm, Thomas, Barnes, Siewert, Martindale, Silver-8; Nays - 0. Motion Carried.

8. Mayor's Report 

Had a joint meeting of the PUUATS Policy and the Technical Committee last week. He has been staying in touch with the engineer and contractor on Callender Avenue project. Worked with Henry on getting the water turned at the wall on the corner. The brick is done on the front of the building. Cost should be less than quoted as there weren't as many problems as anticipated. Mayor Dillon also reported a house fire on Callender. 

Ordinance on the garbage is going to be voted on tonight, which the Mayor and Administrator Krider have been meeting with Dave from Waste Management on the matter.

9.  Public Comment 

No public comment was offered.

10. Committee Reports

a. Finance Committee 

Chair Meismer reported the committee last met July 5, 2017. The committee next meets on Wednesday, August 2, 2017 at 5:30 p.m. at City Hall.

b.  Land Use Committee 

Chair Dohm reported the committee last met July 5, 2017. The committee next meets on Wednesday, August 2, 2017 at 6:30 p.m. at City Hall. The new UPS depot has been a project of the Committee. Soon UPS will be activating the new UPS depot at the Circle K on the west side. If a resident is not home they will be notified they have a package to be picked up at the depot with instructions on how to retrieve packages. Administrator Krider added that the depot will also serve as a drop-off location.

c.  Public Safety Committee 

Chair Reagan reported the committee last met July 19, 2017. The committee discussed an issue on Martin Luther King with residents requesting no parking signs on South Cedar due to cars blocking their driveways. Chair Reagan is working with the Street Department Manager Strube who is looking into options. Committee covered material on various Ordinances and wording that will come before Council to be changed. The committee also discussed changing the no parking requirements on Edna Court to no parking anytime. The committee next meets on Wednesday, August 16, 2017 at 6:30 p.m. at City Hall.

d.  Transportation Committee 

Chair Silver reported the committee last met July 19, 2017. The committee discussed budget and goals, Callender/Waverly which looks approximately 50% complete, currently some trenching issues causing some additional cracking and will result additional costs for the project. The outfall project should be started by August 1". Street Department has completed work on Ashland Avenue as well as continued patching all around the City. Update resurfacing going to begin next week so going to be sweeping the streets this Friday and Monday this week and next week Tuesday and Wednesday. Due to large patches on Sterling there is an estimated additional cost up to $2400 for a primer required for patches and new blacktop. Sidewalk petitions are due September 1'. The committee next meets on Wednesday, August 16, 2017 at 5:30 p.m. at City Hall.

11. New Business

a. Motion to approve Renewal of Intergovernmental Cooperation Contract with the Illinois Municipal League Risk Management Association was made by Alderperson Dohm. Alderperson Meismer seconded the motion. 

Discussion: Alderperson Meismer asked about cost associated with the contract, City Administrator reported the estimate has not yet been provided. 

Roll Call Vote Ayes- Dohm, Meismer, Thomas, Reagan, Barnes, Siewert, Martindale, Silver-8; Nays - 0. Motion Carried.

b.  Motion to approve payment to Hein Construction Co. Inc. from Engineer's Payment Estimate Number 1 dated May 30, 2017 to June 30, 2017 in the amount of $240,412.01 (Line Item 17-00-890) was made by Alderperson Silver. Alderperson Barnes seconded the motion.

Discussion: No discussion. 

Roll Call Vote Ayes - Silver, Barnes, Dohm, Thomas, Meismer, Reagan, Siewert, Martindale -8; Nays - 0. Motion Carried.

c. Motion to approve Ordinance 2017-19, an Ordinance regarding garbage collection in the City of West Peoria as a tax levy referendum on the next election was made by Alderperson Meismer. Alderperson Silver seconded the motion. 

Discussion: Mayor Dillon reported numerous problems with absentee property owners not wanting to pay and in the past, we didn't have the money necessary to complete this project as it is an upfront cost to the City. Waste Management is willing to work with us and we are in a situation where do have the funds available. City administrator Krider and Mayor Dillon have been working closely with Waste Management to come to an agreement so that garbage collection will occur for every property in the city and hopefully will include landscape waste and recyclables. There is a timeline to have the request on the list prior to the election. There are only three referendums per election and this is intended for the March 20, 2018 election. More information will come forward so that everyone can sell it to the residents, which should also include a cost reduction to the residents, as well as, free up City staff for other things. Alderperson Dohm asked for clarification of renegotiation timeframe with alternate vendors. Attorney Connor confirmed that the necessary contingencies should be written into the next contract so that any parties can bid on the contract. Mayor Dillon reported that currently plans are to continue the same service price for a period of three years and then an increase in the following two years. Toters are built in to the fee. Authorization to get on the next tax bill if passed at election, will be on the tax bill at the end of 2018. Exact numbers will be available prior to the referendum. Alderperson Dohm and Silver both commented on the potential savings to the resident. Alderperson Meismer commented that he thinks it's a great idea. Videographer Reinhart commented on the changes to recycling since it began in years past. He also noted that sorting of recycling may provide a benefit to the contractor. Ouestion raised as to how the fee will show on the tax bill to explain to the residents. Roll Call Vote Ayes-Meismer, Silver, Dohm, Thomas, Barnes, Siewert, Martindale -7; Abstain - Reagan; Nays -0. Motion Carried.

13. Adjourn

Alderperson Meismer made a motion to adjourn the meeting at 7:30 p.m. Alderperson Barnes Seconded the motion. Motion carried unanimously by voice.
