City of West Peoria Land Use Committee met July 5.

Here is the minutes as provided by the committee:

A regular meeting of the West Peoria Land Use Committee was held at West Peoria City Hall located at 2506 W. Rohmann Avenue, West Peoria, Illinois 61604 on July 5, 2017 at 6:30 p.m.

1. Call to Order

Chair Dohm called the meeting to order at 6:30 p.m.

2. Roll Call

Members present were Chair Dohm, Alderperson Barnes and Alderperson Siewert. Also present were City Administrator Krider, Code Enforcement Officers Wallace and Davis and Clerk Silver.

3. Additions to/or deletions to agenda

No additions or deletions to the agenda were offered.

4. Approval of Minutes - June 7, 2017

Alderperson Barnes made a motion to approve the minutes of the June 7, 2017 meeting. Alderperson Siewert seconded the motion. Motion carried.

5. Review of Monthly Financial Report

Alderperson Barnes made a motion to receive and file the monthly financial report dated May 31, 2017. Alderperson Siewert seconded the motion. Motion carried.

6. Public Comment

Jack Siewert asked for clarification of the process for follow-up and response time regarding Complaints. Code Officer Davis reported on how the process is completed and what the response on five occurrences regarding inoperable vehicles. Chair Dohm asked for City Administrator Krider to follow-up with Peoria County Sheriff's Office on towing and responses to nuisance and noise complaints.

City Administrator Krider reported purchase of a new speaker system for the city use.

9. Old Business

a. Review Home Occupation Application

The committee discussed the home occupation permit and regulations currently on file. Review of a similar ordinance for the city of Bartonville was reviewed. John Siewert commented on the desired future state of potential changes as well as the benefits of advertising local vendors. Margie Barnes commented on the fee schedule with Chair Dohm weighing in. City Administrator Krider reported on the administrative side of the equation. Next land use committee, a drafted ordinance will be available regarding home occupation and Dohm recommended having City Attorney Connor review to see if planning must approve the ordinance before land use.

Krider reported disposition of empty lots is under investigation but research is still underway.

d. Inventory Sheet Review

Inventory sheets were distributed to the committee and disposition of the computer equipment was discussed.

10. New Business

a. Enterprise Zone - Farmington Road Properties

Chair Dohm announced that he would abstain from any debates or discussion regarding re-zoning as he had a conflict of interest due to some property ownership questions within the boundary. City Administrator Krider reported on the proposed changes and reviewed a map showing where the changes were. IDOT doesn't allow commercial property to enter a state road without multiple applicants requesting the entrance. Krider requested initial authorization from Land Use Committee before reaching out to residents to determine next steps. The suggested change will then go to planning and ZBA before council. John Siewert approved a motion to send the recommendation to the plan commission and the ZBA, Margie Barnes seconded the motion.

b. Rezoning - Farmington Road Properties

11. Public Comment

Margie Barnes reported communicating with Peoria County Sheriff's Office on June 28, 2017 regarding excessive fireworks and no satisfaction with the report. 4-7-1 calls outfireworks specifically - Barnes suggests getting rid of the ordinance if nothing is going to be done about it. Jerry Meismer recommended reaching out to the new interim Sheriff and inquiring about clarification of the process for responses and ordinance enforcement within the context of the contractual agreement with Peoria County. Barnes also requested job descriptions for the Alderpeople in conjunction with a recommendation of the committee that was vetoed by Mayor Dillon. Chair Dohm reported that under old business in last month's minutes, the committee determined a recommendation to council whether to contract the mowing of empty lots in lieu of street department employees being diverted from vital street work for mowing be added to the next council meeting agenda. Chair Dohm requested that the minutes reflect that Mayor Dillon issued instruction that the recommendation not go any further.

12. Adjournment

Alderperson Siewert made a motion to adjourn the meeting at 8:41 p.m. Alderperson Barnes seconded the motion.
