Peoria County Health, Public Safety and Justice Committee met July 24.

Here is the minutes provided by the Committee:

Members Absent:

Call to Order:

Chairman Baietto called the meeting to order at 1:00 pm.

Judge Gilfillan and Judge Hoos introduced Nathan Bach, who has been chosen by the Public Defender Selection Committee to become the new Peoria County Public Defender.

Approval of Minutes:

A motion to approve the minutes of June 26, 2017 was made by Mr. Elsasser and seconded by Ms. Williams. The motion carried.

Informational Items / Reports / Other Minutes / Updates:

• PCAPS Monthly Department Report

No report. No questions or comments from committee.

• ETSB

Mr. Tuttle advised that the ETSB has voted to enter into negotiation with Motorola to manage and maintain the radio system, a change in direction which has the potential for significant savings to the County.

Mr. Tuttle advised that legislators overrode a Governor's veto for the 9-1-1 surcharge, and the surcharge will increase from.87¢ to approximately $1.15 as of January 1, 2018. He commented that the additional monies will allow an upgrade to the telephone systems and several of the facilities.

• Emergency Management Agency Update

Captain Gaa distributed information related to the work that weather spotters carried out during a major weather event on July 10, 2017 which resulted in four tornado warnings.

Captain Gaa advised that a vacant part-time temporary position has been filled with an individual with considerable experience in emergency response and command.

• Public Defender Report

No report. No questions or comments from committee.

• Sustainability and Resource Conservation Office

Ms. Raithel advised that Senator Dave Koehler has agreed to host a breakfast in September for partners in Peoria County and surrounding communities for the promotion of healthy food access. Ms. Parker suggested that the topic of community gardens be a part of the discussions.

Ms. Raithel advised that the Northpoint drop-off center was the site another fire, the fifth such fire at the location. She was unaware of the cause of the fire.

Ms. Raithel advised that the Landfill Committee has approved a Reserve Fund Balance Policy, ensuring that adequate reserves are maintained for future expenses, both anticipated and unanticipated. She stated that the design for the Hazardous Household Waste Collection Center is completed and the construction necessary for completion within the two year time frame has begun.

Mr. Elsasser asked the status of increased disposal rates for Peoria County residents, and Ms. Raithel advised that Waste Management is compiling additional information, and the policy is being reviewed regarding expenses incurred for those individuals who bring items to the landfill lawfully on a non-regular basis and not utilizing the landfill as a commercial advantage.

Resolutions:

• Foth Infrastructure & Environment Contract Extension

A motion to approve was made by Mr. Salzer and seconded by Ms. Williams. Ms. Raithel advised that staff is requesting an extension of the engineering services contract for Foth Infrastructure. The motion carried.

• SFY 2018 Juvenile Redeploy Grant Agreement

A motion to approve was made by Mr. Elsasser and seconded by Ms. Parker. Mr. Hunt advised that the contract with the State of Illinois through the Illinois Department of Human Services allows Peoria County to work with high risk juveniles who would otherwise qualify to go to the Department of Juvenile Justice. He commented that the program allows engagement of those high risk offenders in their homes and the community. He stated that the department has held the grant for the past 12 years. He advised that the state requires a success rate of 25%, and added that Peoria County's success rate is over 80%. The motion carried.

• SFY 2018 Adult Redeploy Grant Agreement

A motion to approve was made by Mr. Salzer and seconded by Ms. Parker. Mr. Hunt advised that the contract with the State of Illinois through the Illinois Criminal Justice Information Authority allows Peoria County to work with high risk, non-violent adults in the community as opposed to them entering the Department of Corrections. He stated that the state sets a program goal of a 25% success rate, with Peoria County's success rate at over 70%. The motion carried.

• Budget transfer to fund Peoria County Office of the Public Defender

A motion to approve was made by Ms. Parker and seconded by Mr. Salzer. Ms. Parker advised that the Judiciary has made the decision to make a change from an independent contractor model to a full-time employee model, which necessitates a transfer of funds from the contractual line item into the personnel line item in order to fund the Public Defender, a First Assistant Public Defender and support staff.
