West Peoria City Council met Aug. 8.

Here is the minutes provided by the Council:

1. Call to Order 

Mayor Dillon called the meeting to order at 7:00 p.m.

2. Pledge of Allegiance 

The pledge of allegiance was led by Mayor Dillon.

3. Roll Call 

Members present were Mayor Dillon, Alderpersons Dohm, Thomas, Meismer, Reagan, Barnes, Siewert, and Silver. Also present were City Administrator Krider, City Attorney Krider, Videographer Reinhart, Bob De Sutter and Clerk Silver. Absent was Alderperson Martindale.

4. Additions to/or Deletions from Agenda 

No additions to or deletions from the agenda were offered.

5. Approval of Minutes - July 25, 2017 

Alderperson Barnes made a motion to approve the minutes of the July 25, 2017 meeting. Alderperson Dohm Seconded the motion.

Discussion: No discussion.

6. Community Police Report 

Mayor Dillon reminded residents to please lock their cars. Alderperson Dohm also mentioned a social media game where participants get points for damaging cars, Dohm stated if you see something call the police immediately.

7. Mayor's Report 

Mayor Dillon reported last week the father, of a man who verbally threatened one of our Code Enforcement Officers after receiving a fine, came in to City Hall and threatened people in the office and the Code Enforcement Officer. Police were called and a report filed. The Mayor has been in conversation with the State's Attorney as to possible charges on threats to elected officials or appointed officials. There was discussion on how to handle Such incidents in the future to make sure the County writes up the incident properly. Talked about getting some type of camera in the front so when people come in the front door with threats will have evidence.

a. Mayor Dillon attended the Community Mass at the Convent last Sunday, the Sisters did a great job.

b. School is about to start and normally the speed limit is 30 mph but school zones require 20 mph and we’ve been

c. receiving complaints of speeding in alleys and down streets so be aware.

d. Last Friday when they were oiling and chipping, there was a motorist that went around the road closed signs and

e. around equipment, endangering all involved.

f. Next Wednesday, the Mayors' Association meeting will be over in Metamora.

8. Public Comment

Bob De Sutter reported the Boy Scout Troop 11 Ice Cream Social is next Thursday, August 17 at the Fire Station. Selling tickets -- $2.50 donation for ice cream and a drink.

9. Committee Reports

a. Finance Committee 

Chair Meismer reported the committee last met Wednesday, August 2, 2017. The committee discussed two line items that are moving faster than the budget, the stripping of the floor accounted for a larger portion of the budgeted line item. Other items discussed are on the evening's agenda. The committee next meets Wednesday, September 6, 2017 at 5:30 p.m.

b. Land Use Committee 

Chair Dohm reported the committee last met Wednesday, August 2, 2017. The committee discussed some communication challenges with the code enforcement department. Home Occupation Permit continues to be addressed. Rezoning on Farmington Road and Enterprise Zone allotment was reviewed. Rental registration letters were sent out with over 50% of letters being returned. The committee next meets Wednesday, September 6, 2017 at 6:30 p.m.

c. Public Safety 

Committee Chair Reagan reported the committee last met July 19, 2017. The committee next meets Wednesday, August 16, 2017 at 6:30 p.m.

d. Transportation 

Committee Chair Silver reported the committee last met July 19, 2017. The committee next meets Wednesday, August 16, 2017 at 5:30 p.m. The Callender Waverly project is at the four corners and a letter went to residents involved in Phase ll.

10. New Business

a. Motion to approve payment of invoice 2344 to Hermann & Associates in the amount of $21,900.96 (Line Item 15-00-532) was made by Alderperson Meismer. Alderperson Silver seconded the motion. Discussion: No discussion. Roll Call Vote Ayes-Meismer, Silver, Dohm, Thomas, Reagan, Barnes, Siewert - 7

b. Motion to approve Grant Request 2017-03 in the amount of $250.00 to the Peoria Journal Star for sponsorship of the Newspapers in Education program designated for Calvin Coolidge Middle School (Line Item 01-11-911) was made by Alderperson Meismer. Alderperson Thomas seconded the motion. Discussion: No discussion.

c. Motion to approve payment of Purchase Order 13325 to Horowitz Concrete in the amount of $37,291.00 (Line Item 01-41-880 and 01-41-890) was made by Alderperson Meismer. Alderperson Reagan seconded the motion. Discussion: No discussion.

d. Motion to approve Ordinance 2017-20 City of West Peoria, Illinois Ordinance to Establish a Date for a Public Hearing for the Second Amendment to West Peoria Tax Increment Financing District II was made by Alderperson Meismer. Alderperson Barnes seconded the motion. Discussion: No discussion.

e. Motion to approve reimbursement payments to residents in the Paint Program (line item 01-11-502) in the amount of $28.60 was made by Alderperson Meismer. Alderperson Reagan seconded the motion. Discussion: No discussion.

f. Motion to approve reimbursement payments to residents in the City Redevelopment Grant Program (line item 01-11-503) in the amount of $6,362.50 was made by Alderperson Meismer. Alderperson Siewert seconded the motion. Discussion: Alderperson Reagan asked if the program was starting to pick up, City Administrator Krider replied the money is gone.

g. Motion to approve reimbursement payments to residents in the FY2018 TIF Program (line item 15-00 507) in the amount of $5,982.50 was made by Alderperson Meismer. Alderperson Thomas seconded the motion. Discussion: No discussion.

h. Motion to approve payment of invoice 5364 to Tazewell County Asphalt in the amount of $3,327.34 (Line item 01-41-614) was made by Alderperson Meismer. Alderperson Barnes seconded the motion. Discussion: Alderperson Dohm confirmed that this was for random patching, Mayor Dillon confirmed.

i. Motion to approve plat for 3016 and 3022 W. Farmington Rd. was made by Alderperson Reagan.

Alderperson Dohm seconded the motion. 

Discussion: Mayor Dillon reported this was the property occupied by Circle K, the owner is selling and it was divided long ways but they want it front to back. This technicality will allow for the sale to go through or it's nullified. Alderperson Dohm noted that a new curb cut for the back lot needs to be considered. Future plans include a whole new station on the entire lot.

11. Discussion Only

a. Dearborn National Renewal Analysis of Group Policy-Anniversary Date: September 1, 2017

City Administrator Krider noted that the rates haven't changed. This is short term disability insurance rolled over and doesn't require a new approval.

b. Blue Cross Blue Shield of Illinois Medical Group Insurance Renewal, 9/1/17-8/31/18

Alderperson Meismer noted this is a real benefit to our employees.

12. Public Comment

No public comment was offered.

13. Adjourn

Alderperson Meismer made a motion to adjourn the meeting at 7:23 p.m. Alderperson Barnes seconded the motion. Motion carried unanimously by voice.
