City of Chillicothe Cemetery and Parks Committee met August 23.

Here is the minutes provided by the Committee:

The Cemetery and Parks Committee met on August 23, 2017, at 5:00 p.m. in the Council Chambers at City Hall.

Present: Chairman Connor Alderman Jenkins

Alderman Gould

Also in attendance: City Clerk Hurd Mayor White Superintendent Sutherland

Alderman Hughes Alderman Sharp City Engineer Coulter

Absent: None

Chairman Connor called the meeting to order at 5:05 pm.

Boat Dock Debris Boom -

Mayor White handed out a diagram of the proposed debris boom. City Engineer addressed reasons for past repairs of the boat docks. City Engineer told the committee that he and Superintendent Sutherland have investigated different types. Discussion was held on the amount of time the public works department spends on debris clean up vs. the cost of installing the debris boom. Superintendent Sutherland told the committee that the debris boom would have to be installed and taken out every year (due to freezing) and that his department currently goes cleans out the debris twice a year. Superintendent told the committee that the cost of the debris boom rom GEI Works would be $7, 539.47 and there would be additional cost for the pylon to anchor it too. Superintendent Sutherland did not have the cost of the anchor yet. It was the consensus of the committee to seek council approval for the purchase of the debris boom in the amount of $7,539.47 for installation next year. City Engineer will get additional information and pricing on the anchoring system,

Boat Dock Bumpers-

Superintendent Sutherland reported that 140FT. of boat dock bumpers need to be replaced. Superintendent Sutherland suggested purchasing through Dockgear.com in the amount of $478.30. It was the consensus of the committee to seek council approval for the purchase of the boat dock bumpers.

Dog Stations-

Superintendent Sutherland presented information on mini dog stations (for dog waste). He reported that he got the information from the Kevin Yates of the Chillicothe Park District and that the cost would be $119.99 per station. Discussion ensued. It was the consensus of the committee to purchase 5 stations to be placed in the following places: one at City Park, one at City Parking Lot, one at Cutright Park to be purchased with TIF funds and two for the City Cemetery to be purchased out of cemetery maintenance.

Park Signage –

Mayor White presented several designs for the City Park signs. He told the committee that the estimated cost would be $1500 - $1750 per sign. Discussion ensued. The committee came to a consensus of the sign design. Mayor White will make changes to the design and bring back to the committee.

Park Land Sycamore Trail –

Chairman Connor gave an update on the Sycamore Trail Park. She told the committee that she has compiled a group of people to help with the input of the park at Sycamore Trail. She stated that she emailed a copy of the survey to everyone.

Moving of Eagle –

Superintendent Sutherland presented a cost of $1,800.00 from Jason Engbrecht for the concrete base for the Eagle Statue. He told the committee that the public works department will cut the damaged part off of the Eagle Statue and attached it to the new concrete base.

Bicycle/Walking Path update –

Alderman Jenkins reported to the committee the designated streets for an outer loop of the City. He told the committee that no new paths would be installed but lines would be painted to designate the paths and signage put up. Alderman Jenkins will give a report at the next City Council meeting.

Shademaker Annual Plan –

Chairman Connor presented the annual Shademakers Plan (Attached). The plan was reviewed by the committee and will be presented at the next City Council meeting.

Old Business Moffitt Park –

Chairman Connor told the committee that she along with Mayor White and Superintendent Sutherland inspected the park and that the park and trails were in good condition.

There being no further business, meeting adjourned at 6:00 pm
