West Peoria City Council met Jan. 23.

Here is the minutes provided by the Council:

1. Mayor Dillon called the meeting to order at 7 p.m.

2. The Pledge of Allegiance was led by Mayor Dillon

3. Roll Call: Members present were: Mayor Dillon, Alderpersons Dohm, Thomas, Meismer, Reagan, Goranson, Siewert, Martindale and Silver. Also present were: City Administrator Krider, Videographer Reinhart, Officer Boyer, Guest Sally Hanley from GPEDC (Greater Peoria Economic Development Council), and Clerk Barnes. Absent was City Treasurer Jennifer Main.

4. There were no Additions to/or Deletions from the Agenda.

5. A Motion to Approve the Minutes of the January 9, 2018 meeting was made by Alderperson Thomas and seconded by Alderperson Reagan. Discussion: No discussion Roll call votes: Ayes: Thomas, Reagan, Dohm, Meismer, Goranson, Siewert, Martindale and Silver - 8 Nays: -0 Abstentions: -0 Absent: - 0 Motion carried.

6. A motion to receive and file the Treasurer's report was made by Alderperson Meismer and seconded by Alderperson Siewert. Discussion: No discussion Roll call votes: Ayes: Meismer, Siewert, Dohm, Thomas, Reagan, Goranson, Martindale and Silver -8 Nays: -0 Abstentions: -0 Absent: -0 Motion carried.

7. Community Police Report was given by Officer Boyer who reported that because of the extreme cold we've had there hasn't been much activity, though there was one drug overdose over on Gentry.

8. Mayor Dillon reported that he has been working on Development and rezoning.

9. No Public Comment was offered.

10. Committee Reports

a. Finance Committee: Chair Meismer reported the Committee last met January 3, 2018 and next meets Wednesday, February 7, 2018 at 5 p.m. here at City Hall. b. Land Use Committee: Chair Dohm reported the Committee last met January 3, 2018 and next meets on Wednesday, February 7, 2018 at 6:30 here at City Hall. Transportation Committee: Chair Silver reported the Committee last met January 17, 2018. The City is still waiting for IDOT (Illinois Department of Transportation) approval for the final payment of $31,970.98 for the Callendar Project. Construction on Temple Hill Road is on hold because of the weather. Transportation Committee is going forward with Storm Sewer mapping if there is enough money in the budget to do that this coming fiscal year. Sidewalk bids will be let soon for Fairway Drive. The snowplows encountered many cars on the streets in the past snow storm we had. The Street Department urges our citizens to park off street during snow storms. The City has purchased "enhanced salt" but has not had the opportunity to try it out yet. The Committee next meets on February 21, 2018 at 5:30 here at City Hall. Public Safety Committee: Chair Reagan reported that the Committee last met January 17, 2018. They heard reports on Vacant Properties, Nuisance Properties and Parking Violations. Progress is being made in all areas. The Committee also reviewed a proposed Tree Ordinance and agreed to keep what we have with the addition of four points from the proposal. We're waiting on legal language from the City Attorney before bringing the changes to Council. The Committee next meets on February 21, 2018 at 6:30 here at City Hall.

11. New Business

a. Motion to approve Ordinance 2018-02 Amendment #5 to the Peoria Urban Enterprise Zone Designating Ordinance and the Urban Peoria Enterprise Zone Intergovernmental Agreement as Amended and Restated (an abbreviated copy will be in the packet; the City Clerk will have the full packet) was made by Alderperson Reagan and seconded by Alderperson Martindale. Discussion included questions about where the money comes from for the administration of this Amendment and what is meant by "May waive permit fees?" Not liking the uncertainty, which is it, or why the choice? Also asked was what mechanism is in place for better communication about when one of these amendments will come up. Had this Council known sooner about this amendment, we could have added on our own needs. Sally Hanley from GREDC was here to answer all questions satisfactorily. Roll call votes: Ayes: Reagan, Martindale, Dohm, Thomas, Meismer, Goranson, Siewert, and Silver –8 Nays: -0 Abstentions: -0 Absent: -0

Motion carried. b. Motion to approve Ordinance 2018-03, An Ordinance Allowing Gambling in Certain Liquor Licensed

Establishments Licensed by the State to Have Video Gaming Machines and Amending the City Code Accordingly, was made by Alderperson Reagan and seconded by Alderperson Silver. Discussion included questions about "certain" and what restrictions were placed here. Attorney Connor answered that all State-approved Liquor Licensed Establishments and Truckstops were included in this Ordinance. Roll call votes: Ayes: Reagan, Silver, Dohm, Thomas, Meismer, Goranson, Siewert and Martindale-8 Nays: -0 Abstentions: -0 Absent: -0

Motion carried.

12. No Public Comment was offered.

13. Motion to Adjourn was moved by Alderperson Meismer at 7:19 p.m. and seconded by Alderperson Silver. Motion carried unanimously by voice.
