City of Delavan City Council met January 16.

Here is the minutes provided by the Council:

The Delavan City Council met in regular session on Tuesday, January 16, 2018, at 6:30 p.m. in the Delavan City Council Room, 219 Locust Street, Delavan, Illinois. Mayor Elizabeth Skinner presided. The following aldermen were present: Jere Braden, Robert Hall, James Horath, Sharon Hultquist, George Mitchell, and Mark Williams. Other city officials in attendance were: City Administrator Joe Woith, City Attorney Sue Bosich, Police Chief Jerry Littlefield, and City Clerk Penny Bright.

The meeting notice and agenda were posted at least forty-eight hours in advance of the meeting on the door of the City Council Room and on the bulletin board in City Hall. A copy of the meeting notice and agenda is attached to and made a part of the minutes.

The Pledge of Allegiance was recited.

The Invocation was given by Alderman Williams.

Consent Agenda:

Items presented for vote under the Consent Agenda were:

A. Minutes of the January 2, 2018, regular meeting

B. Resolution # 2018-2 for payment of bills

A motion was made by Alderman Horath, seconded by Alderman Hall, to approve Consent Agenda Item A., minutes of the January 2, 2018, regular meeting, and Consent Agenda Item B., Resolution # 2018-2, A Resolution Approving And Directing Payment Of Certain Bills Of The City Of Delavan, Illinois. The vote on this motion was as follows: Ayes: Braden, Horath, Williams, Mitchell, Hultquist, Hall; Nays: none; Absent: none. Motion carried.

Mayor's Report:

No report was made by Mayor Skinner.

City Administrator's Report:

City Administrator Joe Woith made the following report:

Provided the police department monthly report to the council

The public services department have taken down the Christmas decorations

The public services department have been busy plowing snow

The public services department have been locating and repairing water leaks which is typical for this time of year.

City Attorney's Report:

No report was made by City Attorney Sue Bosich.

New Business:

A. Discussion and action regarding request from Delavan American Legion for handrails in front of Legion hall building on E. 3rd Street.

A request was made by the American Legion Commander to the city through Alderman Horath for handrails in front of the legion hall building. The parking spaces are diagonal, different from the ones on Locust Street. They will how many handrails will be needed. A motion was made by Alderman Horath, seconded by Alderman Braden, to install handrails on E. 3rd Street in front of the Legion Hall building. The vote on this motion was as follows: Ayes: Horath, Williams, Mitchell, Hultquist, Hall, Braden; Nays: none; Absent: none. Motion carried.

B. Discussion and action to consider a waiver of permit fees.

City Administrator Woith stated that the council in the past has approved a waiver of fees for zoning, new water Connection, and new sewer connection. Woith also stated that large projects would be exempt from the waiver. The wavier is ready to expire, so the council needs to consider this action again. After discussion, a motion was made by Alderman Braden, seconded by Alderman Hall, that the city waives permit fees for zoning, new water connection, and new sewer connection fees for three years. The vote on this motion was as follows: Ayes: Williams, Mitchell, Hultquist, Hall, Braden, Horath; Nays: none; Absent: none. Motion carried.

C. Discussion and action approving an Ordinance Establishing Prevailing Wages.

Action on the ordinance establishing prevailing wages is a state mandate, and will set prevailing wages for city projects. A motion was made by Alderman Williams, seconded by Alderman Mitchell, to approve Ordinance # 2018-2, An Ordinance Establishing Prevailing Wages. The vote on this motion was as follows: Ayes: Mitchell, Hultquist, Hall, Braden, Horath, Williams; Nays: none; Absent: none. Motion carried.

D. Discussion and action approving an addition to the Police Policy Manual, Chapter 12, Section 17.

An addition to the Police Department Policy Manual Chapter 12, Section 17-1, Sexual Assault and Sexual Abuse Investigations needs to be approved by the council. This is a state-mandated policy. A motion was made by Alderman Horath, Seconded by Alderman Hall, to approve the addition to the Police Department Policy Manual, Chapter 12, Section 17-1, Sexual Assault and Sexual Abuse Investigations as presented. The vote on this motion was as follows: Ayes: Hultquist, Hall, Braden, Horath, Williams, Mitchell; Nays: none; Absent: none. Motion carried.

A motion was made by Alderman Hall, seconded by Alderman Horath, to go into executive session pursuant to 5 ILCS 120/2(C)11, litigation, when an action against, affecting, or on behalf of the particular public body, has been filed and is pending in Court. The vote on this motion was as follows: Ayes: Hall, Braden, Horath, Williams, Mitchell, Hultquist; Nays: none; Absent: none. Motion carried.

The Delavan City Council reconvened in regular session on Tuesday, January 16, 2018, at 7:11 p.m. Mayor Elizabeth Skinner presided. The following aldermen were present: Jere Braden, Robert Hall, James Horath, Sharon Hultquist, George Mitchell, and Mark Williams. Other city officials in attendance were City Administrator Joe Woith, Police Chief Jerry Littlefield, and City Clerk Penny Bright.

Other Items For Consideration:

Alderman Mitchell asked that an item be placed on the agenda for the next Council meeting. There was a sewer back-up problem at 113 N. Sherman Street that had been turned into the city's insurance for consideration. The insurance carrier has denied the claim. Alderman Mitchell would like to be able to discuss the action at the next council meeting to see if there is anything the city can do to help the homeowner with this situation.

No further business was presented to the council. The meeting was adjourned by Mayor Skinner at 7:17 p.m.
