Village of Peoria Heights Board of Trustees met March 27.

Here is the agenda provided by the Board:

The meeting was called to order at 6:00 pm.

Everyone stood for the Pledge to the Flag.

Upon roll call, the following Trustees were present: Goett, Dan Mariscal, Diane Mariscal, and Carter.

Trustee Reichert arrived at 6:02 and Trustee Harn arrived at 6:20. Others present include: Mayor Phelan,

Administrator Fick, Chief Sutton, Director Smith, Clerk Gauf, Fire Chief Walters, Bookkeeper Turner, and Council Tibbs. Council Tibbs’ replacement was also present.

The minutes from the Departmental meeting on February 6th, 2017 were approved as written with a motion by Trustee Goett and 2nd by Trustee Dan Mariscal. The motion was passed with a voice vote.

Comments from the Audience: There were no comments from the audience.

Old Business: No old business was discussed.

New Business:

• Police: Trustee Carter and Chief Sutton talked about plans to set up a Landlord Registration Program that would set standards for Landlords to abide by. The program would require a fulltime person to be hired to oversee it. Chief Sutton gave an update on plans to purchase body cameras. Originally Peoria Heights was going to be included with Peoria Police Dept’s grant at a cost of $15K but they increased the price to $30K. Chief Sutton was able to get a quote for $25K and asked that approval for purchase be added to the next meeting’s agenda. Chief Sutton also updated the Board on the Consolidation of Dispatch and is looking to get another extension to give him time to look for other alternatives.

• Public Works: Trustee Harn discussed the River Flooding and said that The Village had no written policy at this time. The Public Works Dept. usually provides sand and sand bags when flooding is about to occur. They also help with clean up after the water recedes. Mayor Phalen wants a written policy on flood handling. Director Smith discussed the problem relating to mail box damage when plowing snow and asked for the board’s opinion. Currently the policy is to replace mailboxes that are hit by plows and not by just the snow pushed by the plows.

• Fire: Chief Walters discussed budget for the Fire Dept. for the 2018-2019 year.

• Other: Trustee Diane Mariscal made a motion to approve the Stopsign Fundraiser request by the Peoria Leathernecks Marine Corp League on Sat. Oct 20, 2018. Trustee Dan Mariscal 2nd the motion which was passed with a 6-0 vote. (Trustee Harn, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter all voted aye). Trustee Mariscal also mentioned that the Medical Insurance review for employees was taking place, but nothing has been finalized.

The Board moved to Executive Session at 7:47 with a Motion by Trustee Goett and a 2nd by Trustee Harn.

The Meeting was adjourned at 8:49 pm with a motion from Trustee Goett and a second by Trustee Diane Mariscal.
