City of West Peoria Transportation Committee met March 21.

Here is the minutes provided by the Committee:

1. Chair Silver called the meeting to order at 5:33 p.m.

2. Members present were: Chair Silver, Alderpersons Goranson and Thomas. Also present were Mayor Dillon, City Administrator Krider, Public Works Manager Strube, Alderpersons Dohm and Siewert, resident Linda Strube, and Clerk Barnes.

3. There were no Additions to/or Deletions from the Agenda.

4. A Motion to approve the minutes of the February 21, 2018 meeting was made by Alderperson Goranson and seconded by Alderperson Thomas. Motion carried.

5. A Motion to approve the minutes of the March 13, 2018 Special Meeting was made by Alderperson Goranson and seconded by Alderperson Thomas. Motion carried.

6. A Motion to receive and file the monthly Financial Report for January 2018 was made by Alderperson Thomas and seconded by Alderperson Goranson, Motion carried.

7. Reports

a. In the absence of City Engineer Hermann, Chair Silver read her report. No discussion followed. EPA-NPDES- (Environmental Protection Agency - National Pollutant Discharge Elimination System) Permit/SWMP (Storm Water Management Program) Development - She's waiting on an answer from EPA regarding testing and monitoring of water versus visual inspections. The Erosion Control Permit Form Draft reviewed by City Attorney needs a discussion about a few items. Fees for permits both small and large need to be set. IEPA Annual Report will be due by the end of May. We will have to work a bit harder next month to get things decided before then.

b. Public Works Manager Strube reported the Street Department is checking that the signs around the City are looking good. The Sweeper is in for repairs. The contract for salt for next year's season was renewed so that costs of salt for next year can only increase by 10%. With that renewal, it will bring us in under budget that we anticipated for the next year even if the prices do go up the 10%. Henry is preparing bids for sealcoating for Waverly and to finish Sterling. Neither can begin until the weather is better.

8. Public Comment: Question: Did you get more of the enhanced salt? No, still have some left over from this year. Does it store well? Yes.

9. Old Business

a. Sidewalk - just waiting on the City Attorney for the next step in the process.

b. FY 2019 Budget Draft: A Motion to approve the Budget for the Transportation Department and send it to Council was made by Alderperson Goranson and seconded by Alderperson Thomas. Motion carried.

10. New Business

a. During the discussion of "rules" for attending meetings electronically it was deemed unnecessary now, especially for the size of our City.

b. Discussion of "rules" for "public" taping/filming of meetings yielded no decision.

c. Discussion of "rules" for "public" addressing public body at meetings basically was met with the idea that we already have an ordinance that covers this.

11. No Public Comment was offered.

12. A Motion to Adjourn was made by Alderperson Goranson at 6:00 p.m. and seconded by Alderperson Thomas.

Motion carried.
