Village of Bradford Finances, Insurance, License, & Fees Committee met March 28.

Here is the minutes provided by the Committee:

Those present were President Henry Waldinger, Trustees Bob Boehm, John Cler, Wendy Moodie, Trustees Tony Carlton, Candice Gill and Steve Sturm were absent. Others present were Treasurer Julie Gage and Clerk Diana Cobb.

Finances, Insurance, License & Fees – Boehm, Gage, Gill, Sturm

New Business:

• Retirement Bonus

Discussion regarding last year a 3% Retirement Bonus was given to full time employees; Jim Chadwick and Julie Gage. It was discussed to make the motion to bring to the full Board for approval a 3% Retirement Bonus of yearly wage again this year.

Bob Boehm would like to get together with Attorney Lance Camp regarding our percentage of levy for this year.

Discussion regarding Seniors getting a discount of $5.00 off their water bills with proof of income, which is now in place.

Police, Emergency Plan, Ordinances – Waldinger, Boehm, Cler

New Business:

• Liquor License

Bob Boehm and John Cler discussed getting together to go over the Emergency Plan. Discussion to budget for a generator for the Village Hall for a Warming Center during emergencies. Cost and estimates will be taken.

Two complaints were sent to the EPA regarding the burn pile smoke. Discussion regarding it being a privilege for Residents to have a place to take their yard waste. Other items are being dumped into the burn pile and this is hard to control. Jim Chadwick does not start the fire when winds would take the smoke into the Village. Fencing the area with a locked gate and a possible camera in the area was discussed.

Attorney Lance Camp was going to present a Revised Liquor Ordinance showing the changes that could possibly be accepted by the Board to change the age to 18 yrs. old to be able to serve and sell liquor in the local bars and restaurants. President Henry Waldinger spoke to the Illinois Liquor Commission who told him we can do it but would possibly create complications. An Ordinance supersedes the State Law. It would be the Establishment’s liability if someone under 21 yrs. of age is serving and selling liquor under the current Ordinance. The decision will be made at the April Board Meeting.

Peddlers Ordinance Violations needs to be put into place as weather gets warmer

TIF, Grants – Waldinger, Boehm, Gill, Moodie

New Business:

• Intergovernmental for the TIF Extension An Ordinance was sent to us from our TIF Lawyers regarding getting signatures for a TIF Extension Ordinance. A TIF extension ordinance was put into place a few years ago. It was discussed to contact the TIF lawyers to explain this further. Will be brought to the full board for approval at the April Board Meeting. Patty McCurdy owner of The Highlands filled out all paperwork needed to submit for TIF.

Public Works (Streets, Alleys, Sidewalks, Water & Sewer) – Waldinger, Boehm, Cler

New Business:

• Open Discussion Bob Boehm reported that further information regarding the sidewalk replacement according to Congressman Spain’s office requires having an Engineer draw up the plans then submit to IDOT for approval before bids to replace the sidewalk can be completed. We can hire anyone and do not have to pay prevailing wage. It was suggested that Engineer Pat Myer be contacted.

Community Improvement & Events – Cler, Gill, Moodie

John Cler reported that he was asked by several people to add semi’s as a class to the Car Show. Further plans will be made at a Labor Day Sub Committee Meeting. Wendy Moodie reported that she was approached by Cheryl Stotler regarding pulling out of Fall Festival and moving it to Sunday of Labor Day weekend during the car show. Discussion regarding where the venders would set up and where to put semis.

Cemetery, Parks, Buildings, Swimming Pool – Carlton, Cler, Moodie, Sturm

New Business

Saws n Logs, Hegwood and Wrights will be contacted for bids regarding trimming the Christmas tree in Elsie Hodges Park and taking Christmas lights down, trimming the trees in Fuertges Park and taking down or trimming a tree on Silver Street. Bids and approval will be brought to the full Board for approval at the April Board Meeting.

A swimming pool sub- committee meeting will be held April 4th at 7:00 p.m. to discuss the 2018 season. It was discussed to contact previous lifeguards along with running an ad. Signs in the Elsie Hodges Park need to be updated.

Personnel – Waldinger, Boehm, Carlton

New Business:

• Provide addresses of residents to the Library

Bob Boehm was approached by the Library asking permission to get Village Resident’s addresses for mailing. The addresses will be provided.

Opening Meetings Act test needs to be checked into to make sure all current Board Members have taken it.

Training for the Open Meetings Act was discussed for all Village Organizations. More information to follow.

Bob Boehm suggested Julie Gage and Diana Cobb take over the web site.
