City of Chillicothe Public Safety Committee met June 4.

Here is the minutes provided by the committee:

The Public Safety Committee met on June 4, 2019 at 4:30 p.m. in the council chambers at City Hall.

Present: Chairman Sharp, Alderman Hughes, Alderman Jenkins

Others in attendance: Clerk Hurd, Mayor White,

Police Chief Mettille, Fire Chief Benisch

Absent: None

Chairman Sharp called the meeting to order at 4:30pm.

PUBLIC COMMENT:

Mr. Jim Carroll of 2727 W Heading, Peoria, IL addressed the committee. Mr. Carroll informed the council that he had submitted a FOIA request a couple a weeks ago in which the City Attorney responded. He explained that he requested the arrival time for AMT which was not on the report. Chief Benisch explained that the report he received would only have the response times for the Fire Department. He informed him that he may be able to get the information from AMT or the County Dispatch.

Others in attendance asked to address the committee during agenda item Property Maintenance.

BUDGET REVIEW

Chief Mettille explained that the monthly reports have not been received from bookkeeping due to the delay on receiving bank statements. He and Chief Benisch reported that all items are within budget.

SPECIAL EVENT REQUEST – DOWNTOWN THURSDAYS:

Clerk Hurd presented the special event request from ED Director Amanda Beadles for the use of 2nd Street on June 27th, July 25th and August 29th from 5:00pm – 8:00pm with open container request.

Clerk Hurd informed the committee that she was in receipt of a special event request from the IVC Band that will be presented at the next committee meeting.

STOP SIGNS ON SYCAMOR STREET:

Chairman Sharp presented two letters received IVC students in regards to concerns with inconsistencies of stop signs on sycamore at 5th and 6th Streets. One student suggested 4 way stops at each intersection. Chief Mettille reported that there have been no accidents on record at those locations. Discussion was held. The committee’s consensus was to have the police monitor the intersections a little more closely. Chairman Sharp and Mayor White asked the Clerk to send a reply to the students.

POLICE UPDATE:

Chief Mettille presented and reviewed monthly reports.

Chief Mettille presented a report and billing summary for Summer Camp.

FIRE UPDATE:

Chief Benisch presented and reviewed monthly reports. He reported on the ISO inspection.

Chief Benisch reported that the Foreign Fire Insurance Board had purchased an ATV and trailer. He explained the need for such equipment. He informed the committee that Office Manager Passage has added it to the city’s insurance.

Chief Benisch informed the committee that the Fire Association will be having a fish fry Friday evening at Fire Station #1.

NEW/OLD PROPERTY MAINTENANCE:

Residents Jim Wright and Michelle Warren addressed the committee with concerns in regards to 817 Sixth Street. Their concerns included holes in the roof where raccoons have been seen going in and out as well as rabid bats. A lengthy discussion was held by the committee. The consensus of the committee was to have Chief Benisch send a Notice of Violation giving 30 days to correct. Chief Mettille will make a call to PAWS with concerns about the rabid bats.

OLD BUSINESS

609 SECOND – PROPERTY MAINTENANCE:

No report. Remove from agenda.

1807 N FINNEY STREET – PROPERTY MAINTENANCE:

Discussion was held in regards to the agreement with Allied Welding when the property was purchased from the city to demolish the structure. Allied Welding had 90 days (approximately October 20, 2018) after closing to complete the demolition. The consensus of the committee was to start the property maintenance process and to have Chief Mettille contact Allied Welding about boarding up the property.

419 SECOND STREET:

Chief Mettille reported that he has been in contact with eh property owners at 419 Second Street with a completion date of July 1 for repairs.
