City of Chillicothe Public Safety Committee met August 6

City of Chillicothe Public Safety Committee met Aug. 6.

Here is the minutes provided by the committee:

The Public Safety Committee met on August 6, 2019 at 4:30 p.m. in the council chambers at City Hall.

Present: Chairman Sharp, Alderman Hughes, Alderman Jenkins

Others in attendance: Clerk Hurd, Mayor White, Police Chief Mettille, Alderman Connor

Absent: None

Chairman Sharp called the meeting to order at 4:30pm.

PUBLIC COMMENT:

Mike Contratto 1138 Cedar Ct. appeared before the committee. Mr. Contratto read a statement regarding his concerns for mosquito spraying. He asked the committee to consider not spraying for mosquitos when there is not a need and to evaluate the risk to the public and environment when spraying. Mr. Contratto presented a handout to the committee on Public Health Mosquitio Management Strategy. Discussion ensued. The Mayor recommended that Mr. Contratto take his request to the Public Works Committee that oversees the spraying. Mrs. Ann Catratto spoke of public safety concerns when spraying.

BUDGET REVIEW

Chief Mettille reported that all expenses are within budget.

Mayor White gave an update on the Fire Department budget. Mayor White explained that the Fire Truck Loan is in the process of being switched over to the District.

REVIEW OF PROPERTY MAINTENANCE POLICY/PROCEDURE:

Mayor White reviewed the property maintenance policy/procedure to inform Interim District Fire Chief Van Thompson of the process.

Interim District Fire Chief Thompson asked to discuss Fire Inspections for Liquor Licenses. Mayor White opened the topic for discussion. He questioned the process, city’s expectations and who would enforce (Fire District or City) Mayor White and Interim Chief Thompson had discussion deciding to refer some topics to the City Attorney and Fire District Attorney.

SPECIAL EVENT REQUEST – LEGION LIVE ENTERTAINMENT:

Clerk Hurd presented the special event request from the American Legion for outdoor entertainment to be held Sunday, August 11, 2019. Discussion was held. It was the consensus of the committee that no council action was needed.

SPECIAL ENVET REQUEST – ADKINS & SONS OKTOBERFEST:

Mayor White informed the committee that the application is being withdrawn at this time. He explained that some details are being worked out. The event will come back to committee.

PURCHASE BODY CAMERA:

Chief Mettille presented a request to purchase one body camera in the amount of $1375.00. Chief Mettille informed the council that the city should get an $895.00 reimbursement from the state. The consensus of the council was to seek council approval.

PURCHASE EQUIPMENT FOR HONDA CRV (SEIZED CAR):

Chief Mettille presented a request to purchase equipment and make repairs to the vehicle for the use of the second School Resource Officer. Total expenses for repairs would be $2,404.07. Total expenses for equipment would be $3,052.00. The consensus of the council was to seek council approval. Chief Mettille will seek some reimbursement from the IVC School District.

UPDATE ON DISPATCH CONTRACT:

Chief Mettille informed that committee that he has negotiated a new agreement with a cost savings to the city. The agreement is being reviewed by the city attorney and asked that the contract be present to the city council at the August 26th meeting. The consensus of the committee that was to present to the council after the attorney has reviewed.

POLICE UPDATE:

Chief Mettille presented and reviewed monthly reports.

NEW/OLD PROPERTY MAINTENANCE:

705 N Santa Fe – Clerk Hurd presented email communications from Attorney Seghetti in regards to the property. Communications from the lender stated that no action will be taken. Attorney Seghetti also had communications from Kelly of Safeguard Properties is dealing with the property and is waiting on insurance adjusters. The City Attorney will continue working on the property with the lender and Safeguard Properties.

1403 N Second Street – Property Maintenance Report was reviewed. It was the consensus of the committee to have a notice of violation sent.

OLD PROPERTY MAINTENANCE:

Chief Mettille gave a report.

1314 N First: Court date 9/19/19

817 N 6th Street: Court date 9/19/19

1807 Finney: 30 day letter was sent however property owner has filed bankruptcy. Chief Mettille will continue to work with city attorney.

1831 Santa Fe (Old Depot): 30 day letter was sent however property owner has filed bankruptcy. Chief Mettille will continue to work with city attorney.

1419 Second Street: Clerk Hurd gave an update on communications from Office Manager Passage and the property owner. Discussion was held. Chief Mettille will contact the property owner and report back.

1315 First Street: Needs inspection done. Clerk Hurd reported that the property is in foreclosure. Chairman Sharp will contact Fire Department to complete an inspection.

419 Second Street: Chief Mettille reported progress is being made.

AGENDA ITEMS

Purchase: Body Camera Repair: Honda CRV Purchase – Equipment for Honda CRV

Chairman Sharp will contact the Fire Department to conduct inspection of 1315 N. 1st Street. Chairman Sharp will report to council on the dispatch agreement.

There being no further business the meeting adjourned at 5:37p.m.
