City of Chillicothe Economic Development Committee met July 12.

Here are the minutes provided by the committee:

The ED committee met at 4:30 p.m. in the Council Chambers.

Present in person: Chairman Connor, Alderperson Gehrig, Alderperson Jeff Jenkins, Alderperson Bredeman, Alderperson Braun, Alderperson Sharp, Economic Development Director Amanda Beadles and Mayor Hughes

Public Comment:

Teresa Rusk was in the audience and discussed the challenges of the 935 2nd Street project and stated she projected opening her business by September. The committee thanked her for the update.

PURPOSE:

Budget Review

Director Beadles presented the June’s budget. She discussed the balances for the TIF Central program, HELP loan balance, façade balances for TIF Business Façade and General Façade (including the payouts), pending payouts and the consultant’s budget. She stated the latest consultant’s invoices had been submitted in the July 11th Council meeting.

Façade – Looking 4 Treasures

Director Beadles presented the Looking 4 Treasures Façade application. She stated since TIF Business had expired all facades after May first would be 80% up to $2,500. Discussion ensued. The consensus of the committee was to forward on to Council for approval.

Façade – Animal Care Clinic

Director Beadles presented the Animal Care Clinic Façade application. Discussion ensued. The consensus of the committee was to forward on to Council for approval.

TIF Business Project List update

Director Beadles presented the TIF business Project List. Discussion ensued. 2nd Street Steps - The consensus of the committee was to forward on to Council for approval. Watermain 1 block - Pine at 1st to front - The consensus of the committee was to forward on to Council for to authorize the engineer to bid.

Pillings - The consensus of the committee was to forward on to Council for approval. City Park Stage updated – Discussion ensued. Consensus of the committee was to have Director Beadles request updating pricing from Jeff Admire.

4th Street Message Center

Trish discussed the Message Center contract and concern about the monthly cost during the summer months. She asked about the business arrangement between ODG and the city. Director Beadles reported we are contracted for 5 messages with revisions for $100 a month. Additional messages are $20 each. Discussion ensued. The consensus of the committee was to continue the Message Center contract as is and brainstorm in Marketing and Tourism how best to handle the months with large events and bring their ideas back to the ED Committee.

Grant - DCEO SR220071 - $250,000

Director Beadles reported that this grant was given to the City of Chillicothe by Senator Stoller and to be used in infrastructure. The plan is to continue apply this grant to the Phase 2 Bradley flooding and the Project Narrative and Budget Template to the City Engineer to complete.

Photography/Contest

Director Beadles asked the committee for direction on how to move forward with the Photography Contest. Discussion ensued. The Consensus of the committee was to have Director Beadles email the photography list to the committee and they would reply back with contest ideas.

OLD BUSINESS:

The committee reduced the old business down to the below items to complete the meeting due to another meeting to follow.

DCEO HR220075 - $400,000 – Director Beadles reported this grant was in the DCEO’s grant manager’s hands and the city was waiting for DCEO’s scope to be written. We should be receiving paperwork for the Mayor to sign and we can’t start the Bradley flooding project until paperwork is signed.

Bike Path

Alderperson reported providing the council with this update at the last council meeting.
