City of Chillicothe Public Safety Committee met July 12.

Here are the minutes provided by the committee:

Members of the Public Safety Committee met in person at 5:35 p.m. in the council chambers at City Hall.

Public Safety Committee members present at the meeting in the Council Chambers: Chairman Jenkins, Alderperson Braun, Alderperson Bredeman

Others in attendance in the Council Chambers: Chief Mettille, Mayor Hughes, Alderperson Connor, Alderperson Sharp, Alderperson Gehrig, Dave Price, Beau Ledbetter, Jenny Ledbetter, Kevin Peterson, Darcy Vonk, Jeff Wallin, Lori Wallin

Absent: N/A

Chairman Jenkins called the meeting to order at 5:35 p.m.

PUBLIC COMMENT:

There was no public comment.

BUDGET REVIEW:

Chief Mettille reported to the Committee that there were no issues with the budget. He stated that both the General Budget and the Police Protection Budget were under 16% at this time.

PURCHASE – MARKETING SUPPLIES-POLICE:

Chief Mettille stated that he would like approval to purchase supplies to be used at community policing events. He stated that he would like approval to purchase 1000 sticker badges, 500 plastic pinback badges, 1000 pencils, and 500 erasers at a total cost of $1426.77. Chief Mettille stated that the items would be purchased from OMG National which is the company he has used in the past. Chief Mettille stated that this would be purchased from the Police Protection Budget. It was the consensus of the to make this an agenda item.

SIDE BY SIDE VEHICLES:

Alderperson Jenkins stated that the next topic for discussion was side by side vehicles and invited members of the public to address the committee. Beau Ledbetter who resides at 1413 Benedict stated that he had some petitions that he would like to hand in regarding people in favor of the side by side vehicles. The petitions were given to Alderperson Jenkins. Alderperson Jenkins asked Beau Ledbetter what is considered side by side vehicles and Beau stated that he believes that side by side vehicles are vehicles that are factory equipped and have a title. Kevin Peterson who resides at 21203 Blue Ridge Road stated that he emailed the committee some information regarding side by side vehicles which included the ordinance from Princeville. The committee acknowledged that they received the email. Kevin listed different reason as to why he believes side by side vehicles should be allowed in the City of Chillicothe. Alderperson Jenkins asked Chief Mettille if he had any comments on this issue. Chief Mettille stated that he is not in favor of side by side vehicles in the City of Chillicothe but if this topic was going to be moved forward he would ask that a few things be considered. Chief Mettille stated that he noticed in the Princeville ordinance that the Public Works Department is responsible for inspecting the vehicles. Chief Mettille stated that he would like to consider having the City Mechanic do the inspections in the future. Chief Mettille stated that he would be able to show the City Mechanic the paperwork that is needed when doing inspections. Chief Mettille also stated that if side by side vehicles were to be allowed, the City may want to make it a requirement for the owner to show a copy of the title for the vehicle. Chief Mettille stated that this topic has come up many times over the years and asked if side by side vehicles were to be allowed what would be the reasoning to not allow ATV’s also. Chief Mettille pointed out that the Princeville ordinance allows ATV’s to be registered and driven on their roadways. Darcy Vonk who resides at 4829 Ratcliff Road asked if it would help if they brought information from other communities that allow side by side vehicles and Alderperson Jenkins informed her that any information on this topic would be helpful. Jeff Wallin who resides at 6309 Sheridan asked if it would be helpful if more people showed up in support of this and Alderperson Jenkins informed him that it would be helpful to hear different views on this topic. More discussion was held regarding allowing side by side vehicles in the City of Chillicothe and it was the consensus of the Committee to move this topic onto the Judicial Committee for consideration.

UPDATE – CHILLICOTHE POLICE DEPARTMENT:

Chief Mettille informed the committee that one of the new Chargers was done and in the fleet at this time. He stated that the next Charger should be done soon. Chief Mettille stated that once both Chargers are done he will be requesting to put at least one of the old Impalas up for auction. He stated that he is waiting to see what equipment is needed out of the second Impala before he decides if the department will keep it or put it up for auction as well. Chief Mettille stated that the American Legion had put in two separate special event requests for music in August. It was the consensus of the committee to make this an agenda item. Chief Mettille stated that Detective Cooper has been working with MEG and over the last six months two of his investigations have led to search warrants in the City of Chillicothe both resulting with the arrests of different individuals for possession of controlled substances and possession of controlled substances with the intent to deliver. Chief Mettille also gave the monthly stats on the ordinance zones as well as the vehicle impounds.

UPDATE – CHILLICOTHE COMMUNITY FIRE PROTECTION DISTRICT:

Kevin Peterson from the Chillicothe Community Fire Protection District informed the committee that Greg Hurd had resigned from the fire department and introduced Dave Price as the new representative who would be attending the Public Safety meetings. Dave Price introduced himself and gave an update on the Chillicothe Community Fire Protection District.

NEW/OLD PROPERTY MAINTENANCE:

Dave Price stated that the only property he has on the list at this time is located on Santa Fe. He stated that this property is currently in the inspection process for the second time. Alderperson Jenkins stated that this property as well as any new ones would be discussed at the next meeting.
