City of Chillicothe Economic Development Committee met Nov. 14.

Here are the minutes provided by the committee:

The ED committee met on Tuesday, November 15, 2022 at 4:00 p.m. in the Council Chambers.

Present in person: Chairman Connor, Alderperson Jenkins, Alderperson Gehrig, Alderperson Sharp, Economic Development Director Amanda Beadles and Mayor Hughes

Public Comment:

Brady Miller and Charlie Rusk were in the audience so Chairman Connor moved their item to the top of the meeting.

Façade Request - Windmill Properties

Brady Miller and Charlie Rusk addressed the committee regarding the need for a multi-year façade commitment to replace the 59 windows at a cost of 40k-50k in the 822 N 2nd building. Discussion ensued. The consensus of the committee is to not pursue a multi-year façade commitment.

PURPOSE:

2nd Quarter Review

Director Beadles presented the Economic 2nd Quarter Review and highlighted areas of the report. She stated she had missed the Midwest CDI training on their report and would add it before placing in the council packet.

Budget Review

Director Beadles reported no change in TIF funds for the Month of October. She reported an income of $15,341.15, interest of $1,148.63 and an attorney expense of $840. She stated she has reached out to the attorney for a breakdown

of the attorney expense.

Delinquent HELP Loans

1. 1249 4th Street property - Director Beadles reported a payment of $1,100 was made. All was placed on Loan #2. Director Beadles reported an interested party is planning on submitting a HELP loan application at the December meeting to purchase the property. Discussion ensued. The consensus of the committee was to talk to the attorney to see what next steps should be.

2. The business formerly at 806 N Second Street - Director Beadles reported the attorney will send out a letter informing of the amount owed by December 13th. The attorney reported a payment would be made on Friday.

3. Director Beadles reported the HELP loan at 318 South Plaza Park has been paid in full.

Greater Peoria Economic Development Council Invoice

Director Beadles submitted the GPEDC invoice of $2,500. Discussion ensued. Consensus of the committee was to forward to council for payment.

TWM Invoice

Director Beadles submitted the TWM invoice of $5,000. Discussion ensued. Consensus of the committee was to forward to council for payment.

HELP Loan Request – Christine Greene - This agenda item was pulled by Christine via email. She will wait until January.

Max Trumbold Property

Director Beadles reported information on the 822 N 4th Street and 314 W Walnut street and stated a memory plaque was requested. Discussion ensued. The consensus of the committee was to have Director Beadles check on demo cost and report back to committee.

Grant Updates

DCEO HR220075 - $400,000 - Director Beadles reported the grant was submitted to DCEO. Awaiting award.

Paperwork for Minority-owned business enterprises was sent. The engineer filled out needed forms and forms were sent back to DCEO. Director Beadles received an email from Pam Haslett do state she has processed the DNR letter. The grant manager reports it is in the governor's office.

DCEO SR220071 - $250,000 - Director Beadles reported the grant was submitted signed documents to DCEO on October 31st. Awaiting award.

Update - M&T Commission

Director Beadles reported the following:

The Commission instructed Don White to work on the Business and residential SWOT analysis.

The M&T Revenue Budget is at 52% and the Promotion budget is at 22%. Director Beadles reported Economy Inn submitted an old form. She returned the form and check by mail with a letter stating they must use the new form and to remit the new form and payment by November 31th to avoid penalties.

She reported working with the Chamber for the Christmas Parade. She was working with businesses and Superintendent Sutherland to get a 900 & 1000 block of street lighting to happen at 4:30pm.

The M&T Commission confirmed the Discover Peoria's Benefits list. Discover Peoria will bill the City in line with the benefits chosen.
