I. APPROVAL OF MINUTES

Approval of Dec 5, 2022 County Board Meeting Minutes

A. December 5, 2022 minutes

Member Williams moved for approval of the minutes, and Member Groves Allison seconded. The minutes were approved by a roll call vote of 17 ayes, with Member Bryant absent for the approval of the minutes.

Member Bryant entered the meeting at 6:25 pm.

II. PROCLAMATIONS AND PRESENTATIONS

Peoria Lions Football Team

A. Randy Weber

A proclamation recognizing Randy Weber for his lifetime of public service.

B. Peoria Notre Dame Boys Soccer Team

A proclamation congratulating the Peoria Notre Dame Boys Soccer Team on their first-place finish in the 2022 IHSA Class 2A State Championship.

C. Peoria Lions Football Team

A proclamation recognizing the Peoria Lions Football Team on their second-place finish in the 2022 IHSA Class 5A State Championship.

D. Sharon Williams

Member Dillon presented Member Williams with a pin commemorating her 10 years of service to Peoria County.

IV. CONSENT AGENDA

Member Reneau moved to approve the Consent Agenda and Member Hoerr seconded.

Member Rieker asked to pull Item C12. The Consent Agenda, except for Item C12, was approved by a unanimous roll call vote of 18 ayes.

Member Daley moved to approve Item C12 and Member Duncan seconded. Member Rieker said he would be abstaining as one of the bidders is a client. Item C12 was approved by a roll call vote of 17 ayes and 1 abstention, with Member Rieker abstaining.

A. Treasurer's Report consisting of the Bank and CD's Portfolio for the month of November 2022 and Revenue & Expenditure Reports for the month of October 2022.

B. The Auditor's report of expenditures from Accounts Payable system is accessible at www.peoriacounty.gov/auditor/transparency.

C. Land Use Committee - Appropriation of FY2022 grant monies related to the Strong Communities Program.

D. Public Safety and Justice Committee - Policing Service Agreement with Illini Bluffs School District

E. Ways and Means Committee - January 2023 Delinquent Tax Resolution

F. Land Use Committee - Appropriation of FY2023 grant monies related to the Hazard Mitigation Grant Program and Strong Communities Program.

G. Public Safety and Justice Committee - Appropriation into FY2023 budget for body worn cameras and in-car cameras

H. Infrastructure Committee - Preliminary Engineering Services Agreement for bridge rehabilitation on Maxwell Road.

I. Infrastructure Committee - Quotations for 2023 County Highway Maintenance Materials

J. Chairman Appointments.

K. Infrastructure Committee - Preliminary Engineering Agreement for Highway Safety Improvement Project on Hanna City-Glasford Road.

L. Public Safety and Justice Committee - FY2023 State's Attorney's Appellate Prosecutor Agreement.

M. Public Safety and Justice Committee - Appropriation for FY2022 of additional grant funds awarded to the Child Advocacy Center.

N. Infrastructure Committee - Agreement with Walker Consultants, Inc. for a Peoria County Transportation Equity Study.

Member Dillon introduced Russ Crawford, Tazwell County Board Member and former chairman of the Tri-County Regional Planning Commission. Mr. Crawford congratulated Member Dillon on his appointment as County Board Chairman. Mr. Crawford recognized Members Salzer, Rosenbohm, and Williams for their outstanding work on the Tri-County Regional Planning Commission. Mr. Crawford acknowledged a great job of the members whose terms are ending, including Don White, former Mayor of Chillicothe, and former County Board Chairman, Andrew Rand. Mr. Crawford announced that Member Phelan and Member Coates are the new Tri-County Regional Planning Commission appointees.

V. ZONING ORDINANCE AND RESOLUTIONS

1. Case #ZBA-2022-0051, Petition of David and Hannah Dutton.

Member Rosenbohm moved to approve the ordinance and Member Daley seconded. The ordinance passed by a unanimous roll call vote of 18 ayes.

2. Case #ZBA-2022-0048, Petition of Justin Malec.

Member Rosenbohm moved to approve the ordinance and Member Duncan seconded. The ordinance passed by a unanimous roll call vote of 18 ayes.

3. Case #ZBA-2022-0052, Petition of Michael J. Honegger.

Member Rosenbohm moved to approve the ordinance and Member Ruhland seconded. Member Rosenbohm explained that the Church wants to sell off some property to one of the neighbors and the parsonage with some property which is why the church needs to be rezoned. Member Kelch is abstaining due to being a Road Commissioner who submitted a statement on this property. The ordinance passed by a roll call vote of 17 ayes and 1 abstention, with Member Kelch abstaining.

4. Case #ZBA-2022-0047, Petition of Michael J. Honegger.

Member Rosenbohm moved to approve the ordinance and Member Ruhland seconded. Member Kelch is abstaining due to being a Road Commissioner who submitted a statement on this property. The ordinance passed by a roll call vote of 17 ayes and 1 abstention, with Member Kelch abstaining.

5. Case #WAV-2022-0004, Petition of Michael J. Honegger.

Member Rosenbohm moved to approve the resolution and Member Daley seconded. Member Kelch is abstaining due to being a Road Commissioner who submitted a statement on this property. The ordinance passed by a roll call vote of 17 ayes and 1 abstention, with Member Kelch abstaining.

6. Infrastructure Committee and Finance Audit and Legislative Affairs Committee - Appropriation in the amount of $300,000.00 into the FY2022 budget to the Township MFT Fund.

Member Salzer moved to approve the joint resolution and Member Williams seconded. Member Windish and Member Kelch are abstaining due to being Road Commissioners. Member Salzer mentioned that approval would only take 12 votes. He also stated that the money is being passed from the Illinois Department of Transportation to Amy McLaren, the Highway Engineer, to distribute to various Road Commissioners to assist the people in those areas. The ordinance passed by a roll call vote of 16 ayes and 2 abstentions, with Member Kelch and Member Windish abstaining.

7. Infrastructure Committee and Finance Audit and Legislative Affairs Committee - Bid Award for Remodel of IT Services and Public Defenders Departments

Member Williams moved to approve the joint resolution and Member Salzer seconded. The resolution passed by a unanimous roll call vote of 18 ayes.

8. Finance Audit and Legislative Affairs Committee - FY2023 Legislative Initiatives (POLL VOTE)

Member Williams motioned to approve the resolution and Member Duncan seconded. The resolution passed by a unanimous roll call vote of 18 ayes.

9. SUSPENSION OF RULES

Member Reneau moved to suspend the rules, and Member Bryant seconded. Ms. Cordis Boswell explained that the rules must be suspended to vote on the following item because it did not come through committee before coming to the full Board. The motion passed by a roll call vote of 17 ayes and 1 nay with Member Windish voting nay.

10. A Proclamation extending the Declaration of Emergency due to COVID-19 in Peoria County, Illinois.

Member Williams moved to approve the resolution and Member Daley seconded. The motion was passed by a roll call vote of 15 ayes and 3 nays, with Members Elsasser, Rosenbohm and Windish voting nay.

VI. MISCELLANEOUS AND ANNOUNCEMENTS

Member Hoerr complimented County Clerk Rachael Parker, for working hard under pressure with the new system.

Member Dillon wished Member Blair a Happy Birthday.

Member Blair remarked that she could use the system remotely, and it was great.

VII. ADJOURNMENT

There being no further business before the Board, the Chairman announced the meeting was adjourned.
