City of Chillicothe Economic Development Committee met March 14.

Here are the minutes provided by the committee:

Present in person: Chairman Connor, Alderperson Gehrig, Alderperson Jeff Jenkins, Economic Development Director Amanda Beadles, Mayor Hughes and Alderperson Sharp 

Public Comment: 

Chris Adkinson, Cami Burnett and Christine Greene were in the audience. Chairman Connor re-prioritized agenda items. 

PURPOSE: 

HELP Loan Request – Chris Adkinson 

Director Beadles reported Chris's project went through zoning to determine 13 parking spaces plus one Handicap space as had been directed by ED committee last month. Discussion ensued. Consensus of the committee was to forward HELP loan to council to direct city attorney to draft HELP loan paperwork. 

HELP Loan Request – Cami Burnett 

Cami provided additional collateral as her vehicles and ring. She also presented a letter to the committee about the feasibility of an elevator. The consensus of the committee was to add item to the next council meeting and to turn over to the attorney to determine if her additional collateral would be acceptable. 

HELP Loan Request - Christine Greene 

Christine Greene presented her HELP loan request to the Commission. Consensus of the committee was to review her paperwork and have Director Beadles request 1st mortgage for collateral, review financials with Christine and to come back to the next EDC meeting with further details.

Budget Review 

Director Beadles presented the February budget. She discussed the balances for the TIF Central program. She stated two TIF projects have withdrawn Jason Campbell for $21,000 and Sarah Williamson for $75,000. She reviewed the HELP loan balance, façade balances for TIF Business Façade and General Façade, pending payouts and the consultant's budget She stated the current HELP loan balance would not full fund all three HELP loan requests. 

Christmas Decorations 

Director Beadles presented the quote for 24 Christmas decorations for Historical Downtown 2nd street. She stated the Diamond Snowflakes were shaped like the ones on 4th street and would have garland and no lights as the 2nd street light poles do not have electricity. She stated there was $9,148.84 in budget and the quoted price was $7,238.48 if ordered before 3/31/23. The consensus of the committee was to forward to council to approval the quote. 

TriCounty Planning Commission Request Letter Director Beadles withdrew this agenda item. 

822 4th Street & 314 Walnut Street – Purchase 

Director Beadles presented the additional demolition cost of $8,700 for the friable asbestos. She stated Nikki Keedy agreed to split the cost with the city. Discussion ensued. The consensus of the committee was to update the Residential Sales Contract and to forward council for approval. 

Delinquent HELP Loans 

Director Beadles presented two delinquent HELP loans. She stated there had been no change since the February meeting. 

Grant Updates 

DCEO HR220075 - $400,000 

Director Beadles stated the Notice of State funding has been accepted on the GATA portal. 

DCEO SR220071 - $250,000 

Director Beadles stated the grant manager has sent an email with items to be completed. She stated that would be completed before the next meeting. 

ARPA 

Director Beadles stated 3 projects have been approved and we have paid out 43,112.00. 

Update - M&T Commission 

SWOT Analysis Objectives Tourism, Business, Residential 

Due to time the consensus of the committee was to take time to review the documents and report back at next meeting. 

Discover Chillicothe Invoice 

Director Beadles presented the budgeted Discover Chillicothe Invoice for $5,000 June of 2022-July 2023. Discussion ensued. The consensus of the committee was to forward to council for approval.
