I. APPROVAL OF 3-9-2023 MINUTES

Member Daley moved for approval of the minutes, and Member Duncan seconded. The minutes were approved by a unanimous roll call vote of 16 ayes.

III. CITIZENS' REMARKS

Joyce Blumenshine addressed the Board about the Carbon Dioxide Pipeline. She thanked the Board for looking into the issue of high-pressure, liquified, carbon dioxide pipelines that will possibly be coming to the County unless it can be stopped. She said that as she understands it that the County is going to file as an intervener at the Illinois Commerce Commission. She expressed that as of right now there are too many questions and unknowns about the pipeline. She invited the Board to an informational session being held on Sunday at 1:00 pm by the Coalition to Stop CO2 Pipelines at Bishop Hill. She mentioned that there will be several speakers including an impacted Farmer. She encouraged the County Board to stay aware of changing information because the pipeline will affect this County. She then handed out a memorandum with the subject Analysis of County-Level Land Use Regulator Authority Over CO2 Pipelines.

Member Blair moved to approve the Consent Agenda and Member Daley seconded. The Consent Agenda was approved by a unanimous roll call vote of 16 ayes.

V. ZONING ORDINANCE AND RESOLUTIONS

1. Case ZBA-2023-008, Peoria County

Member Rosenbohm moved to approve the text amendment and Member Ruhland seconded. Member Rosenbohm explained that these changes are just making their rules compliant with the State. The motion passed with a unanimous roll call vote of 16 ayes.

2. Case WAV-2023-002, Petition of James Fowler

Member Rosenbohm moved to approve the resolution and Member Daley seconded. The motion passed with a unanimous roll call vote of 16 ayes.

3. Case WAV-2023-002, Petition of James Fowler

Member Rosenbohm moved to approve the resolution and Member Daley seconded. Member Rosenbohm stated that they are using an easement since they don’t have the required amount of road frontage. The motion passed with a unanimous roll call vote of 16 ayes.

4. Termination of PCAPS labor agreement with Laborers’ International Union of North America (LiUNA) Local No. 165 (Pending Committee Approval)

Member Rieker moved to approve the resolution and Member Blair seconded. The motion passed with a unanimous roll call vote of 16 ayes.

5. Peoria Humane Society Grant Award (Pending Committee Approval)

Member Groves-Allison moved to approve the resolution and Member Hoerr seconded. The motion passed with a unanimous roll call vote of 16 ayes.

6. Purchase of a mobile veterinary unit for PCAPS (Pending Committee Approval)

Member Groves-Allison moved to approve the resolution and Member Duncan seconded. Chairwoman Williams asked County Administrator, Scott Sorrell, to comment on this resolution. Mr. Sorrell stated that he would be happy to but felt that Rebecca Spencer, Director of Animal Control & Protection Services, would be better equipped to answer the Board’s questions. Ms. Spencer explained that this is for the mobile spay/neuter unit that will be able to perform those as well as other medical procedures on the PCAPS grounds with Dr. Brown and Brown Animal Hospital. The motion passed with a unanimous roll call vote of 16 ayes.

VI. SUSPENSION OF RULES

Member Reneau moved to suspend the rules, and Member Blair seconded. Ms. Cordis Boswell explained that the rules must be suspended to vote on the following item because it did not come through the committee before coming to the full Board. The motion passed by a roll call vote of 15 ayes and 1 nay with Member Windish voting nay.

VII. A Proclamation extending the Declaration of Emergency due to COVID-19 in Peoria County, Illinois.

Member Blair moved to approve the resolution and Member Phelan seconded. The motion was passed by a roll call vote of 12 ayes and 4 nays, with Members Hoerr, Rieker, Rosenbohm, and Windish voting nay.

VIII. MISCELLANEOUS AND ANNOUNCEMENTS

Member Blair invited everyone to the Turner School for Entrepreneurship and Innovation’s big idea competition finals. She conveyed that it will be held on April 25, 2023, from 2:00 pm-5:00 pm. She further explained that six multidisciplinary student teams will be presenting their business ideas.

Member Rieker reminded the Board that it is Springtime and that there are Farmers out on the County Roads. He stressed the use of cation when traveling and watching out for our fellow Farmers.

Scott Sorrell, County Administrator, asked anyone who has not yet completed the Survey Monkey related to the strategic plan if they could do so by tomorrow.

IX. ADJOURNMENT

There being no further business before the Board, the Chairwoman announced the meeting was adjourned.
