Peoria County Board met Nov. 9.

I. APPROVAL OF MINUTES

Member Rosenbohm moved to approve the October 12, 2023, minutes and Member Daley seconded. The minutes were approved by a unanimous roll call vote of 16 ayes.

II. PROCLAMATIONS AND PRESENTATIONS

Member Bryant entered the meeting at 6:16 pm.

III. CITIZENS' REMARKS

Nick Firmand addressed the Board about putting a moratorium on CO2 pipelines. Darryl Diver addressed the Board over the safety concerns of the CO2 pipeline.

Joyce Blumenshine addressed the Board to update them on the status of the CO2 pipeline.

Member Salzer moved to approve the Consent Agenda and Member Rosenbohm seconded. The Consent Agenda was approved by a unanimous roll call vote of 17 ayes.

V. ZONING ORDINANCE AND RESOLUTIONS

1. Case #ZBA-2023-0044, Petition of Cyndi Collins

Member Rosenbohm moved to approve the petition and Member Daley seconded. Member Elsasser stated that he believes this is a good resolution. The petition was approved by a unanimous roll call vote of 17 ayes.

2. Case #ZBA-2023-0043, Petition of Peoria Solar 3, LLC

Member Rosenbohm moved to approve the petition and Member Duncan seconded. Member Rosenbohm explained this was just another solar farm. The petition was approved by a unanimous roll call vote of 17 ayes.

3. Case #ZBA-2023-0039, Petition of Coral Ness and Lynn Ann Boon

Member Rosenbohm moved to approve the petition and Member Daley seconded. Member Rosenbohm mentioned that this was an accessory dwelling to move in a parent next door. The petition was approved by a unanimous roll call vote of 17 ayes.

4. Ordinance establishing a posted speed limit of 45 mph on Voorhees Road

Member Salzer moved to approve the ordinance and Member Elsasser seconded. Member Kelch stated that he would be abstaining due to being the Road Commissioner. Member Salzer commented the constituents living in the area are pleased with the ordinance. He mentioned he would have preferred the speed limit to be 40 mph, but they cannot do it now and may look to do that in the future. Member Elsasser thanked the Highway Department and Kickapoo Township for conducting the speed study and confirmed the constituents were happy about the change. The ordinance was approved by a roll call vote of 16 ayes and 1 abstention with Member Kech abstaining.

5. Collective Bargaining Agreement between Peoria County and AFSCME Council 31/Local 3473 (Pending Committee Approval)

Member Rieker moved to approve the Collective Bargaining Agreement (CBA) and Member Blair seconded. Member Elsasser stated that he believes this is a good resolution. The Collective Bargaining Agreement (CBA) was approved by a unanimous roll call vote of 17 ayes.

6. FY2024 Budget Amendment related to the AFSCME Council 31/Local 3473 contract (Pending Committee Approval)

Member Rieker moved to approve the budget amendment and Member Williams seconded. Member Rieker explained this item is just adjusting the budget they approved last month. He recognized and thanked AFSCME Council 31. He specified this is adjusting the budget to accommodate the salary adjustments and the cost associated with the contract. The budget amendment was approved by a unanimous roll call vote of 17 ayes.

VI. EXECUTIVE SESSION

Chairman Dillon announced he would take Miscellaneous and Announcements before the Board went into Executive Session. For those items, see below.

Member Rieker moved to go into Executive Session to discuss pending litigation and Member Reneau seconded. The motion was approved by a unanimous roll call vote of 17 ayes.

VII. MISCELLANEOUS AND ANNOUNCEMENTS

Member Elsasser acknowledged Keelan Gillette, IBC High School, who was present at the meeting as part of a civics project. He also conveyed he is neither for nor against the CO2 Pipeline however many of his constituents are against it. He noted he was strongly in favor of his questions answered on the topic.

Member Salzer conveyed on Monday at 1:30 pm will be the dedication of the new Abraham Lincoln portrait that is displayed on the Courthouse wall.

Member Rosenbohm wished everyone a Happy Thanksgiving.

Member Williams congratulated Member Phelan on being named one of the 40 Leaders Under Forty for 2023. She also mentioned on December 14, 2023, at 5:00 pm, they will be having their County Board Christmas Potluck.

Member Reneau wished everyone a Happy Veteran's Day to all our Veterans. He also mentioned the Veteran's Day Parade will be on Saturday at 10:00 am and a ceremony in the Courthouse Plaza to follow.

Member Daley congratulated Member Phelan on his achievement.

Member Bryant conveyed she was happy with the new directory and felt it was very informative as well in her favorite color, green. She also congratulated Member Phelan.

Member Duncan congratulated Member Phelan. She noted there will be a breakfast served on Saturday for our Veterans and welcomes everyone to attend.

Member Kelch congratulated Member Phelan.

Member Ruhland recognized Member Daley, Chief of Staff for Representative Ryan Spain, and Member Groves Allison, District Director for Senator Dave Koehler, went above and beyond by shaving off 60 days of a 90-day permit process for sewer line changes over at the health campus. He also mentioned he met County Administrator Sorrel back in the mid-nineties when Administrator Sorrel started in the Planning and Zoning Department. He noted Administrator Sorrel is a focused and dedicated individual and congratulates him on his 30 years of service to Peoria County. He encouraged everyone to take the time to go up the new stairs that were recently fixed on Hamilton.

Chairman Dillon thanked the Treasurer and Sheriff for attending the meetings. He emphasized what a big deal it was to approve the master plan for the jail that was on the consent agenda this evening. He also congratulated Member Phelan and thanked Member Ruhland for all his hard work on the health campus.

Scott Sorrel, County Administrator, welcomed Member Phelan to the 40 under 40 Club. He remarked for the second year in a row they are participating in the National Association of Counties-Operation Green Light. He noted the bridge, dome planetarium at the museum, and the three statues in the plaza honoring veterans of Korea, Vietnam, and wars and conflicts since then will be lit up in green. He also noted in the next couple of weeks there will be an IT project to fully replace the voting system. He mentioned they will be working with the Clerk's office as well as with the Chairman to recruit some County Board Members to engage in that process as well. He also reminded Board Members that if they need to get their new parking deck cards, see Shauna or Gretchen. He explained you have to hold the card up to the hardware that is on the gate.

Chairman Dillon expressed that County Clerk, Rachael Parker, sent her apologies for not being in attendance. He then asked Brooke Sommerville, Chief Deputy for the Peoria County Clerk's Office to introduce some special guests in attendance tonight.

Brooke Sommerville introduced her husband and family who were in attendance at the meeting.

VIII. ADJOURNMENT

There being no further business before the Board, the Chairman announced the meeting was adjourned.
