City of Chillicothe Finance Committee met Jan. 10.

Here are the minutes provided by the committee:

The finance committee met on January 10, 2024, at 4:30 p.m., in the council chambers at City Hall. Present: Chairman Vanbruwaene, Alderperson Sharp, Alderperson D. White, Mayor Hughes, Office Manager Passage

Chairman Vanbruwaene called the meeting to order 4:30 p.m.

PUBLIC COMMENT

No Public Comment

PURPOSE

Budget 23-24 Review - Office Manager Passage reported that we are eight months into the fiscal year. The expense line items should be at 66.64% or less. All elected officials have received the December budget comparison report. Office Manager Passage reported that the boiler needs a new safety valve installed.

Budget 24-25 - Office Manager Passage advised the committee that the budget worksheets have been sent to the supervisors and the worksheets are due back February 6. She advised that there is $52,000.00 in the 23-24 budget for the remaining amount for Keach contract. Office Manager Passage advised that there is $677,396.20 in ARPA Funds remaining. All ARPA funds must be committed in Dec. 31, 2024.

Office Manager Passage advised the following are some expenses for 24-25 budget:

Vactor Truck Lease purchase $75,000.00 for Seven years

Backhoe Lease $23,000.00 for Six years

Flock Safety $ 5,000.00 for five years

Contracts:

Pear! $12,000.00 annual

Microsoft licensing $2,000.00 annual

Peoria County Animal Control $15,320.00 expires dec. 2024

Audit $21,950 one more year after this one

Bike Path $168,000 committed-pending more needed

Civic Plus $6,900.00

Joint Funding Agreement $2,754 (last year amount) pending new amount

Dispatching $231,492 expires dec. 2024

Water Rate Analysis - Chairman Vanbruwaene reported that he has not had an opportunity to meet with the superintendent to finalize the information he needs to finish his analysis.

OLD BUSINESS

Property 817 Sixth – Nothing to report

Update - City Hall Renovation Project - Chairman Vanbruwaene gave an overview as to where the city was at with the renovation project. A discussion was held regarding putting an elevator in at city hall to allow the upper level be utilized during and after construction.

Chairman Vanbruwaene request that Alderperson D. White take the lead on the city hall renovation project. He will send all information to Alderperson D. White. Alderperson D. White agreed and will review and report back to the committee.
