City of El Paso City Council met March 18.

Here are the minutes provided by the council:

A Regular Meeting of the El Paso City Council was called to order by Mayor Price on March 4, 2024 at 7:00 PM.

Council Members Present: Mool, Ragusa, Brucker, Kilpatrick, Moore and Howard. Absent: None. It was reported the meeting is being recorded.

Present in Person: Director of Public Services Barry Kauther, Police Chief Joe Montemurro, Clerk David Fever, Attorney James Stoller, Administrative Assistant Sandee Kessinger and Treasurer Linda Haas. Also present: Lisa Hocker, Julie Hagar, Teresa Gauger, Jim and Ellen McWilliams, Tony Haas, Connie Knoll, Caitlin & Kevin Goveia, Trent & Mary Wilkey, Renee Donaldson, Tamra Leeney, Emelia Folkers, Jennifer Kaufman and Kim Kearney as the local press.

Also present by Zoom Application: Supt. of Public Works Casey Jones, Recreation Director Calton Scott and other names on zoom software were Jack, Doc Holliday, #government-ov, Kelsey, Teresa, Benjamin Leeney, Team Chickens and two as iphone.

Pledge of allegiance to the flag was recited.

Approval of Agenda: Motion by Howard, seconded by Ragusa to approve the agenda as presented. Voice vote taken of all ayes.

Consent Agenda.

Council Minutes: The minutes of the March 4, 2024 City Council Meeting were presented in written form.

Register of Bills: The Register of Bills in the amount of $ 93,478.92 as of March 18th was presented.

Treasurer's Report: The Treasurer's report for the month ending February 29, 2024 showing investments, revenue and expenses was presented in written form.

Approval of Consent Agenda: Motion by Kilpatrick, seconded by Mool to approve items on consent agenda. Voice call vote taken of all ayes.

Public Comments: Teresa Gauger and Jim McWilliams spoke of their opposition to allow chickens in the City of El Paso.

Old Business: None.

New Business:

1. Kirby Foods: Motion by Kilpatrick, seconded by Moore to approve renewal of liquor licenses for Kirby Foods DBA El Paso IGA for classes E & G. Roll call vote taken of all ayes.

2. Freedom Oil Company: Motion by Howard, seconded by Kilpatrick to approve renewal of liquor licenses for Freedom Oil Company for classes C, F & I. Roll call vote taken of all ayes.

3. El Paso Antique Mall: Motion by Mool seconded by Moore to approve renewal of liquor licenses for El Paso Antique Mall LLC for classes B, H & I. Roll call vote taken of all ayes.

El Paso Liquors: Motion by Moore, seconded by Ragusa to approve issuing a liquor license to Jai Shree Ramjil Inc. DBA El Paso Liquors effective from April 15, 2024 to April 30, 2024 subject to results of Background Check. Roll call vote taken of all ayes.

Zoning Board - Goveia Variance Request: After much discussion and Caitlin and Kevin Goveia address the council a motion to approve variance request was made by Alderman Howard. Motion died for lack of a second. The Mayor and Council recommend request be returned to the Zoning Board with suggestions that several limitations be included and then returned to Council.

Director of Public Service: Report was presented in written form

Mayor's Report: The Mayor had nothing additional to report.

City Council Comments: None.

Police Chief Report: Written Report was given plus camera purchase is on backorder and Officer Hoefling has resigned.

Operations Supervisor: Report given in written form and Casey reported tower work will be starting tomorrow.

Parks & Recreation Department: Report given in written form plus they will be seeking a parking plan for South Pointe Park, which will possible seek funding from a Federal Grant.

Attorney Stoller had nothing more to report.

City Clerk: Reported was that Sales Tax received for Calendar Year 2023 was up 2.1% from Calendar Year 2022.

Motion by Brucker seconded by Ragusa to adjourn. Voice vote taken of all ayes. Meeting adjourned at 7:50 PM.
