Village of Bellevue Board of Trustees met March 26.

Here are the minutes provided by the board:

I. CALL TO ORDER

The Village of Bellevue Mayor called the Village of Bellevue meeting to order at the Village Hall. He indicated that an audio tape recording was made of all discussions during the Regular Session.

The Meeting was called to order at 6:00 p.m.

II. ROLL CALL

Mayor Merriman asked for Roll Call Attendance to be taken by the Village Clerk.

Present: Mayor Dean Merriman, Trustee Aaron Lannert, Trustee Sandra Cooper, Trustee Judith Wight, Trustee Paul Eichhorn, Trustee Leroy Wiseman; Trustee Ross Pesch

Also in Attendance: Attorney Michael Seghetti; Steve Wilson, Village Maintenance; Matthew Raible, Village Zoning Officer; Susan Pesch, Village Clerk; Theresa Johanson, Village Treasurer; Shane House, White Rose Church Pastor; Tim Menefee, Village Business Owner; Terry Elston, Village Resident; Stacy Raker, Village Resident; Lois DeFrance, Village Resident; Brian Mullens, Village Resident

III. ACTION ITEMS

A. Trustee Wight moved to approve the Regular Session Minutes held on March 12, 2024. Trustee Eichhorn seconded the motion.

Voice Vote: All Ayes

Motion Passed

B. Trustee Pesch moved to approve the Bills for March 26, 2024. Trustee Wiseman seconded the motion.

Roll Call Vote: Ayes: 6

Nays: 0

Motion Passed

IV. PRESENTATION FROM THE AUDIENCE

*All public comments are limited to 3 minutes per person

Mrs. Raker explained to the Board members that she submitted a building permit application to build a garage containing metal. Mr. Wilson stated that the current ordinance reflects that no steel siding is allowed on any residential building. Attorney Seghetti stated that he would check the ordinance language to confirm the building codes.

Mr. Elston informed the Board members that a residence on Main St. and Katherine Ave. have dumpsters in the grass. Mr. Raible explained that they are currently filling them and would check into it.

Mr. Menefee told the Board members that the garbage continues to get worse with the rain. Mr. Raible stated that he would start issuing fines to the homeowner.

Mrs. DeFrance informed the Board members that there is a dog that continually barks between the hours of 11:00 a.m. and 4:00 a.m. Trustee Lannert explained that Animal Control will come and document the information. Mayor Merriman stated that Mr. Raible would check into the ordinance.

Mr. Mullens asked the Board members if he could extend his permit and the extension was due to the weather. Mayor Merriman asked Board members if they were fine with the extension. Board members were fine with the extension.

V. NON-AGENDA BUSINESS BY BOARD MEMBERS AND VILLAGE EMPLOYEES

Trustee Lannert informed the Board members that he was unsure about his time for the brick work. He explained that they could get bids from his boss. An approximate ballpark would be $1,500. Trustee Lannert stated that he is overwhelmed with everything on his plate.

Trustee Lannert inquired about the Village receiving sales tax for online purchases with the business district. Attorney Seghetti explained that the Village is already receiving the revenue for online purchases.

Mr. Wilson asked if the Village is receiving a franchise fee from I-3 Broadband. Attorney Seghetti stated that he would check into it.

Trustee Cooper said that there are trees on Anna Hill that are starting to lean towards the street. Mr. Wilson responded that the trees are on private property.

Trustee Wight asked if they could get a realtor out to appraise 320 S. Main St. A couple of people are interested in purchasing the building. Mr. Wilson stated that he had talked with a realtor about the value. The realtor said that she thought it was worth between $30,000 and $40,000. Board members discussed the possible potential for the building. Mayor Merriman told Mr. Wilson to proceed with the person that he was speaking with. Board members thought $25,000 would be a good minimum bid.

VI. ACTION ITEMS

A. Trustee Lannert moved to approve changing Mayor Pro-Tem to Trustee Pesch. Trustee Wight seconded the motion. Trustee Lannert asked Mayor Merriman why he wanted to make the change. Mayor Merriman responded that he felt that Trustee Lannert would not be able to fill in because of his time with his kids. It will require someone to be available. Trustee Lannert asked Attorney Seghetti if it creates an ethical issue because the Village has 2 people with the same last name. Attorney Seghetti responded that it would not be a problem.

B. Trustee Eichhorn moved to approve the TIF Annual Reports. Trustee Wight seconded the motion.

C. Trustee Pesch moved to approve to Appropriate ARPA Funds for Storm Sewer and Waterways. Trustee Lannert seconded the motion.

Roll Call Vote: Ayes: 6

Nays: 0

Motion Passed

D. Trustee Lannert moved to Amend White Rose Fellowship Church Lease as Presented. Trustee Pesch seconded the motion.

Roll Call Vote: Ayes: 4

Nays: 0

Abstain: 2

Motion Passed

E. Trustee Lannert moved to approve the Ordinance Amending Ordinance 553, Zoning Ordinance-Dwelling Size R-1. Trustee Eichhorn seconded the motion.

Roll Call Vote: Ayes: 6

Nays: 0

Motion Passed

F. Trustee Lannert moved to approve the Salt Purchase for 2024-2025. Trustee Wiseman seconded the motion.

Roll Call Vote: Ayes: 6

Nays: 0

Motion Passed

G. Approval of Accountant Fees for QuickBooks Assistance.

Mayor Merriman informed the Board members that they would not have information until the end of April or during May.

VII. INFORMATION/DISCUSSION ITEMS

A. Business District-Attorney Michael Seghetti reviewed the business district documents and information with the Board members. Board members discussed the map and areas to include in the business district.

VIII. ADJOURNMENT

Mayor Merriman asked for a motion to adjourn. Trustee Wight moved to adjourn the meeting. Trustee Cooper seconded the motion.
