Effective April 1, 2024, the intentional release of helium and other lighter-than-air balloons will be prohibited in the city of Waukegan.  The goal is to limit the amount of litter within the City and in Lake Michigan that result from the release of balloons into the atmosphere and to protect air, land and waters of the City against environmental contamination and degradation.  Environmental alternatives are available and welcome.
