PURPOSE:
Budget Review
Director Beadles reported the balances on the TIF Central, HELP (1 late payment email sent), Façade, interest on TIF and HELP loan accounts and Consultant Budget. No consensus needed.
2026-2027 Budget Review
Director Beadles presented the 2026-2027 Budget. Discussion ensued. Consensus of committee was for Director Beadles to proceed with budgeted items and to keep committee updated on any major changes.
2026-2027 Budget Review – Marketing & Tourism
Director Beadles presented the Marketing & Tourism 2026-2027 Budget. She stated there is a currently a shortfall of hotel/motel income due to Summer Camp and Brad Wallen Tournament no longer running which reduces hotel/motel stays. Due to this shortfall the 26-27 budget is working to pair down donations. She stated that the Marketing and Tourism commission requested the Marketing & Tourism Chair, Sandi Levell and Director Beadles to look into the a percentage of the Entertainment/Amusement Tax to supplement the Hotel/Motel Tax. Discussion ensued. Consensus of committee was to request to add an agenda item to discuss the option at a Finance Committee.
Consultant Contract-Patricia Mough
Director Beadles presented the consultant Contract Exhibit A for Patricia Mough. Discussion ensued. Consensus of committee was to forward to council for approval.
Three Sisters Park – Marketing Reimbursement
Director Beadles reported the Marketing and Tourism reimbursement for Three Sisters Park was submitted at last night’s council meeting. Discussion ensued. Consensus of the committee was to approve releasing the check for payment.
Grant Updates
DCEO HR220075/$400,000 & SR220071/$250,000 – Director Beadles reported the city has made two draws for GA Rich. The final payment is estimated to be distributed in early Spring.
ARPA – We are closing in on the remaining funds and projects for ARPA. December balance is $237,691.00. At last night’s council $207,484.77 was approved, leaving $30,206.23 remaining funds.
EPA Lead Service Grant – This project is completed and is ready to submit for final reimbursement.
IDOT Grant-Sycamore Street Shared Use – The kickoff meeting with TWM and IDOT was held on November 3, 2025. Nothing new to report.
Energy Transition Grant – On October 22nd the City received a letter from DCEO selecting the City of Chillicothe to receive this grant in the amount of $55,274.77. The Phase II application was submitted on December 18th to meet the deadline of December 19th at 5pm.

Economic Development
The IL 29 Multimodal corridor Plan kickoff was held today at Tri-County. The consultant CMT is under contract and leading this study. The shared-use path runs from Peoria Heights to Senachwine Creek. There will be monthly meetings for 12-18 months.

TCRPC-Chillicothe Sidewalk Inventory and Priority Project
Director Beadles met with City Engineer to discuss the Sidewalk Inventory Project. Discussion ensued. Consensus of committee was to proceed with Tri-County to help with the RFPs and request Tri-County that the city be included in the reviews of the proposals.
Chillicothe 4th of July Fireworks donation request
This agenda item was moved to the February EDC meeting.
