City of Chillicothe Economic Development Committee met Nov. 12.

PURPOSE:

Budget Review

Director Beadles reported the balances on the TIF Central, HELP, Façade, interest on TIF and HELP loan accounts and Consultant Budget.

Chillicothe Town Theatre Advertising

Director Beadles stated Mike Mahoney of the Town Theatre has sent a letter stating if the City would like a pro- rated refund of $166.66 He would personally pay for the refund. Discussion ensued. The consensus of the committee was to forego the pro-rated refund of $166.66.

Greater Peoria Economic Development Dues

Director Beadles presented the GPEDC invoice. Discussion Ensued. The consensus of the committee was to forward to council for approval.

ARPA Projects

Director Beadles listed the ARPA projects. She stated the Bids for the Bradley drainage project came in higher than expected. Office Manager Passage presented the ARPA financials. She discussed the need for $240,433 of ARPA funds needed to complete the Bradley drainage project. Discussion Ensued. The consensus of the committee was to forward to council for approval.

Grant Updates

DCEO HR220075 – $400,000 & DCEO SR220071 – $250,000 – Director Beadles reported the bids were back from the Bradley drainage project.

ARPA

EPA Grant – received contract from TWM

Updates:

Economic Development – Director Beadles reported on the Nikolausmarket taking place November 22-23 at City park. She discussed the need for pricing the commemorative mugs. Discussion ensued. The consensus of the committee was to sell the mugs for $10.

Marketing & Tourism – No update

Comprehensive Plan – Director Beadles reported the community survey results came in. Next topic is land acquisition. Next committee meeting is November 18th

Bike Path Working on IGAS

1249 N Fourth Street Property – The RFP is working.

Viaduct – The Benefits Cost Analysis is being worked on. TCRPC is working adding the Viaduct to a regional Chillicothe-McCluggage Bridge Multi-Modal Corridor. Feasibility study to be completed 2025. This project would also include the reconstruction of the aging and hazardous Chillicothe Viaduct spanningl-29.
