City of Lewistown City Council met Jan. 27.

TIF Committee MeetingÂ
Members: John Spotloe (Chairman), Dave Levingston, Brad WardÂ
Business to Discuss, Jen Hebb’s TIF Application. Jen Hebb stated that she had gotten a bid for $5,801.76 but was asking for $10,000 incase they found more that needed replaced once they started. Chairman Spotloe asked if it was approved throughout TIF attorney’s, Clerk Nelson had stated that she had sent it and not heard anything back. Jen Hebb stated that she had only used $9,800 of the first agreement she was granted of $20,000. Chairman Spotloe asked her if she wanted to wait till they had started the work to see if there was more or if she wanted to go ahead and vote on it tonight, Jen stated she wanted to go ahead and vote on it tonight.Â

The Lewistown City Council met in regular session in the council chambers. Mayor Goddard called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.Â

Alderperson Miller made a motion to approve the minutes of January 13, 2025, second by Alderperson Spotloe, the motion carried all ayes.Â
TREASURER’S REPORT: Debbie Brown. AbsentÂ
ATTORNEY’S REPORT: Attorney Nathan Collins. Nothing to report.Â
ENGINEER’S REPORT: Keith Plavec. Absent.Â

Finance/Insurance/Zoning – Alderperson Clark: Nothing to report.Â

Streets & Allies — Alderperson Long: AbsentÂ
Police/ESDA Alderperson Ward: Nothing to report. Chief Ford stated they had put a condemned letter on a property on Ave G, Dennis Pasley stated he had been approached with an offer to purchase a truck for ESDA. Clerk Nelson stated she would put it on the next agenda. Water Alderperson Miller: Nothing to report. Evinn stated they had a water main break on N Elm Street.Â
Utilities/Publications — Alderperson Long: AbsentÂ
Public Buildings & Grounds – Alderperson Long: Absent.Â
Tourism — Alderman Miller: Alderperson Miller stated that Eagle Day is February 7th.Â
Tax Increment Financing – Alderperson Spotloe: New Business.Â
Citizens Committee – Amanda Sutphen absentÂ
Christmas Committee – Kenny Haacke stated there will be a meeting February 4th at City Hall. Economic Development- Erin Ahart absent. Mayor Goddard stated that the chambers had a meeting and discussed Edgar Masters Day, egg hunt, buildings on main.Â
WORKS DIRECTOR’S REPORT – Evinn Palmer Director stated that they are up on water loss this year. Evinn also stated that the waste water panel was on hold till February.Â
UNFINISHED BUSINESS:Â
1. Discuss/Act Upon Parking Ban Ordinance, Attorney Collins stated the mayor and him were discussing if it she be worded to include trailers specifically or not. Collins stated the verbiage for vehicles stated anything that is on the roadway that requires registration, which would include trailers. Alderperson Levingston asked what the high-rise was going to do about cars parked all the way around it. Chief Ford stated as long as they are in a parking spot it is not in the flow of traffic. Alderperson Spotloc made a motion to approve the no parking ban ordinance, seconded by Alderperson Clark, roll call vote, motion carried all ayes,Â
2. Discuss/Act Upon No parking signs at high rise. Council discussed painting the curbs red instead of putting up no parking signs. Council stated that we would just paint the curbs red. Attorney Collins stated we would have to do a resolution and he would have it ready for the following council meeting,Â
NEW BUSINESS:Â
1. Discuss/Act Upon Jen Hebb’s TIF application. Alderperson Spotloe stated that the committee would recommend approving $5,801.76 for the electrical repair. Alderperson Miller made a motion to approve $5,801.76 grant for Jen Hebb’s TIF, Seconded by Alderperson Spotloe, roll call vote, the motion carried, Alderperson Levingston voted no.Â
PRESENTATION OF BILLS:Â
Alderperson Clark made a motion to approve all bills properly endorsed; Seconded by Alderperson Miller, roll call vote, the motion carried all ayes.Â
