Illinois State Representative Ryan Spain has led passage of “DJ’s Law” (House Bill 4382) aimed at increasing penalties for young drivers who violate passenger restrictions and cause serious accidents. The law honors Whiteside County teen DJ Dorathy, who died in a car crash last March. The bill now heads to the Illinois Senate.
