The East Peoria Firefighters Pension Fund placed 303rd among Illinois’ police and fire pension systems with the lowest funding in 2024, according to the Illinois Department of Insurance (IDOI).
This fund, operating under Illinois’ City pension system model, reported $55,073,970 in overall pension obligations against an actuarial funding value of $36,226,281.
This equates to a funding ratio of 65.8%, indicating the fund was missing 34.2% of the required assets to fulfill promised retirement payouts.
As a result, the pension fund faced an unfunded liability totaling about $18,847,689.
The Illinois Department of Insurance tracks and shares information about local police and fire pensions, which are financially supported by the residents of each municipality.
As of 2024, Illinois was home to 300 fire and 363 police pension funds. Some municipalities oversee both types, while others manage only one.There are communities without any unfunded public safety pension debt: 64 municipalities reported no police or fire pension shortfalls and were excluded from these rankings in 2024.
Pension obligations for police and fire personnel, known as “pension benefits,” represent deferred pay. While municipal governments commit to these retirement benefits, they sometimes do so without sufficient contributions from workers or taxpayers. This discrepancy creates accumulating pension debt, shifting the financial responsibility to future residents. Municipalities fund annual contributions—largely from property taxes—which is detailed in IDOI records.
Statewide, Illinois police and fire pensions averaged a 65.1% funding ratio in 2024, reflecting widespread funding deficiencies among local public safety retirement funds.
Among all Illinois funds, Glencoe Firefighters Pension Fund had the lowest funding ratio in 2024 at only 0.9%.
In contrast, the Savoy Firefighters Pension Fund was the best funded, with a 797.7% funding ratio and an actuarial funding value of $149,803, greatly exceeding its obligations.
Illinois’ total state pension debt grew by $1.5 billion in 2024, rising to $143.7 billion, according to the Commission on Government Forecasting and Accountability. This increase marks the third year in a row and puts the debt just below the 20-year high of $144.2 billion in 2020.
The State Department of Insurance Public Pension Division reported that Illinois’ suburban and downstate pension funds faced $12.1 billion in unfunded actuarial liabilities in 2024, with a combined funding ratio of 49.18%, leaving more than half of retirement benefits uncovered by assets.
In 2024, Illinois accounted for the largest portion of state GDP committed to pension liabilities, reaching nearly 20%, according to research by the Equable Institute.
The Illinois Policy Institute, a nonpartisan think tank, stated this trend is adding a growing taxpayer burden. The institute said state taxpayer pension contributions increased from $614 million in fiscal year 1996 to $11.2 billion in fiscal year 2025.
