Fourth person charged and detained in armed robbery of Peoria teen

Jorden J. Foster, 20, will remain in custody pending trial after a court granted the State’s request for detention on Mar. 23. Foster faces charges related to the armed robbery of a 17-year-old male that took place in November 2025.

The case has drawn attention as it involves multiple suspects and was documented on social media, highlighting concerns about youth crime and digital evidence in local investigations.

According to authorities, officers responded to a report of an armed robbery around 9:40 p.m. on November 21, 2025, near the 1700 block of N. Peoria. The victim told police that several males approached him with handguns, threatened him, and forced him to remove his pants, shoes, and watch while one suspect recorded the incident on a cell phone. The recording was later posted on Snapchat.

Detectives said the victim showed them this video and identified several individuals involved through their social media accounts. Foster was subsequently charged by a Peoria County Grand Jury with Armed Robbery and taken into custody after an arrest warrant was issued last Friday.

Three others have also been charged in connection with this case: Shamari D. Joiner, age 19; as well as two juveniles aged 17 and 15. Their cases are currently at different stages within the court system.

Peoria County is home to over two dozen schools serving more than twenty-seven thousand students taught by nearly eighteen hundred full-time faculty members; this results in an average student-to-teacher ratio of fifteen-to-one according to data from the Illinois State Board of Education. Teacher absenteeism for county schools stood at thirty-two percent during the most recent school year—slightly lower than Illinois’ statewide average as reported by state education officials.

Among area schools during the same period: Dunlap High School had the highest number of white students enrolled at eight hundred seventy-three; Richwoods High School had one hundred eighty-two multiracial students—the largest such group locally; Lincoln School led among Hispanic enrollment with two hundred eighteen students; while Peoria High School had seven hundred ninety-eight Black students enrolled according to state data.
