IV. CONSENT AGENDA (including reports to be filed)

C1. The Treasurer report consisting of the Bank and CD’s Portfolio for the month of February 2023 and Revenue & Expenditure Reports for the month of January 2023.

C2. The Auditor’s report of expenditures from Accounts Payable system is accessible at www.peoriacounty.gov/auditor/transparency.

C3. A resolution (items 1-2 conveyances; items 3-4 defaulted reconveyances) from the Ways and Means Committee recommending that the County Board Chairperson be authorized and directed to execute deeds of said property to the highest bidder, and be authorized to cancel the appropriate Certificates of Purchase. This resolution shall be effective ninety days from April 13, 2023, and any transaction between the parties involved not occurring within this period shall be null and void.

C4. An Ordinance from your Public Safety and Justice Committee authorizing amendments to Chapter 5 of the Peoria County Code of Ordinances to allow for Trap/Neuter/Vaccinate/Return (TNVR) of cats in Peoria County.

C5. A resolution from your Public Safety and Justice Committee recommending authorization to accept a grant award from Best Friends Animal Society in the amount of $50,000.00 for the purchase of a mobile spay/neuter vehicle, and appropriation of those funds into the PCAPS Fund.

C6. A resolution from your Public Safety and Justice Committee recommending authorization to accept a grant award from Walmart Community Grants Team in the amount of $250.00 for the purchase of spay/neuter supplies, and appropriation of those funds into the PCAPS Fund.

C7. A resolution from your Infrastructure Committee recommending approval of a Joint Funding Agreement PE/ROW with the State of Illinois for a Highway Safety Improvement Program project on Hanna City-Glasford Road.

C8. A resolution from your Infrastructure Committee recommending approval of the jurisdictional transfer of the portion of Glen Avenue between Sheridan Road and Illinois Route 40 to the City of Peoria.

V. ZONING ORDINANCE AND RESOLUTIONS

1. Case #ZBA-2023-0008. A Text Amendment to amend Chapter 20, Article 3, Section 3.5; Article 5, Sections 5.1, 5.2, 5.3, 5.4, 5.5, 5.6, 5.7, 5.8, 5.9, 5.10, and 5.11; Article 6, Sections 6.2, 6.3, 6.4, 6.5, 6.6, 6.7, 6.8, 6.9, 6.10, 6.11, and 6.12; Article 7, Sections 7.2 and 7.17; and Article 11, Section 11.1 of the Peoria County Code, amending regulations for Commercial Wind Energy Facilities and Commercial Solar Facilities based on Public Act 102-1123. The Zoning Board of Appeals recommends approval. The Land Use Committee concurs.

2. Case WAV-2023-0002, Petition of James E. Fowler (James E. Fowler & Harold W. Fowler, Jr., owners). A resolution from your Land Use Committee recommending approval of a waiver from Section 20-8.3.4.1.b.2.a of the Unified Development Ordinance. This section requires a new minor subdivision to have public water supply. The parcel is located in Jubilee Township.

3. Case WAV-2023-0003, Petition of James E. Fowler (James E. Fowler & Harold W. Fowler, Jr., owners). A resolution from your Land Use Committee recommending approval of a waiver from Sections 20-3.16.3.2.b.1 and 20-3.16.3.2.b.2 of the Unified Development Ordinance. These sections, respectively, require a minimum of 30 feet of public road frontage for parcels being created which are less than ten (10) acres in size and 60 feet of public road frontage for parcels being created which are ten (10) or more acres in size. The parcel is located in Jubilee Township.

4. A resolution from your County Operations Committee recommending approval to execute all documents related to the termination of the PCAPS labor agreement with Laborers’ International Union of North America (LiUNA) Local No. 165. (Pending Committee Approval)

5. A resolution from your Public Safety and Justice Committee recommending authorization to accept a grant award from the Peoria Humane Society in the amount of $25,000.00 to be used for the purchase of a mobile veterinary spay/neuter unit for PCAPS. (Pending Committee Approval)

6. A resolution from your Public Safety and Justice Committee recommending the lowest responsible bid of M&R Specialty Trailers and Trucks, Inc., Macclenny, FL, in the amount of $338,102.00, for purchase of a mobile veterinary spay/neuter unit for PCAPS. (Pending Committee Approval)
