1. CALL TO ORDER

1.1 Call to Order

The meeting was called to order by Chairperson Duncan at 4:03 pm.

2. APPROVAL OF MINUTES

2.1 January 26, 2026

A motion to approve the Ways and Means Committee meeting minutes from January 26, 2026 was made by Member Williams and was seconded by Member McCann.

Motion Carried. (4-0)

3. INFORMATIONAL ITEMS / REPORTS / OTHER MINUTES / UPDATES

3.1 January 2026 Collections & Transactions Report

Ms. Bolden directed the committee to the packet. She stated that she had no additional information to add. She stood for questions; there were none.

3.2 County Election Commission

Ms. Gannon advised that there are 12,000 vote-by-mail ballots outstanding, they have received 2000 back, and they have had probably 300 early voters in their office. Early voting begins at the satellite sites next week. She stood for questions.

Member Williams asked if they had had a lot of questions regarding mail-in ballots because of the postmark change.

Ms. Gannon advised that they have not, and she thinks that is because they put that notice everywhere. They included the information regarding the postmark change in every single vote-by-mail packet.

Chairperson Duncan asked if they had noticed any impact with regard to the delayed period for voting.

Ms. Gannon advised that it was only a two-day delay and all the ballots were out the following week. She stated she hoped there was no inpact to voters.

3.3 Supervisor of Assessments/Board of Review

Mr. Jones advised that they are busy with exemption renewals. Renewal notifications were sent out the first week of February, and a lot of those are coming back. The abstract was turned into the state, and they received the approval in early February. The Board of Review has quite a few exempt status hearings underway. He stood for questions; there were none.

3.4 Treasurer

Mr. Martin advised that tax bills for mobile homes will be going out on Friday, and this year, they will be included in the annual tax sale in November. They are beginning their remodel on April 6th, and they are moving to the 4th floor of the courthouse in the interim.

Member McCann asked if the monthly delinquent tax report could be received prior to the committee meeting.

Mr. Martin stated that they could reach out to the trustee to resolve the issue.

Member Williams stated that the Treasurer will be attending the Finance Committee meeting tomorrow, as he is bringing forward some items. She advised that they were going to act on those, but they would be just for discussion. She asked that questions be prepared for tomorrow.

Mr. Martin explained that he updated the financial investment policy for the County. He also created a purchase card policy and petty cash policy.

Mr. Brooks was not present to provide an update.
