Glasford Village Board discusses revising hen law

Meeting 07

The Glasford Village Board met April 21.

The village of Glasford is governed by the Village Board which consists of the president and six trustees. Member's terms are four years and municipal elections are held in the odd-numbered years. The board meets at 7:00 p.m. on the third Thursday of every month at the Village Hall, 305 Oak St.

Here are the minutes of the April 21 meeting as provided by Glasford:

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00 p.m. In attendance were Mayor Rudd; Trustees Allen, Bailey, Kingsley, Pilgrim and Whaley; Clerk Stetler. Trustee Schoenbrun was absent. Also in attendance was John & Nanette Rudd; Ed Best; Ty Bennett; Marla Scarcliff; Loren Bailliez; Jim Ausderau; Streets/Maintenance Supt. Reimer; Water/Sewer Supt. Brown; and Harold Roberts

Motion to accept March 17, 2016 Minutes made by Pilgrim, 2nd by Bailey. Roll Call: Bailey – AYE; Kingsley –AYE; Pilgrim – AYE; Whaley – AYE. All ayes, motion passed. Trustee Allen was absent for this vote.

Trustee Allen entered meeting at 7:05 p.m..

Nan Rudd requested that the race car cruise-in be changed from April 23, 2016 to April 24, 2016. Discussion followed. Permission granted.

Nan Rudd also informed Board that a car cruise-in is set for July 24, 2016. Discussion followed.

Marla Scarcliff requested that the Board look into changing the Village Code to allow residents to have laying hens. Right now the code states that your property has to be zoned agricultural and three (3) acres or more. Discussion followed. Matter will be put on May 19, 2016 board meeting agenda for vote.

Jim Ausderau requested the Board to look into correcting the parking problem at Main and Oak Streets because vehicles are parking on the sidewalk which does not allow for wheelchair access on the sidewalk. Discussion followed. Reimer to get parking blocks to be purchased to correct the issue.

Jim Ausderau also brought to the Board’s attention the sewer drain located at the end of the sidewalk at Essex and Oak Streets that it is dangerous. Discussion followed. Reimer stated that he has talked to Village engineer, Frank Sturm, regarding the issue and they are working on a solution to the matter.

Reimer presented to Board the quote from Ameren IL for installation of another light pole on Cheryl Court. Boring would be $13/ft and $2000 for pole. Two options for placement. Discussion followed.

Motion to have Ameren IL install new light pole located near 312 N. Cheryl Court for $780.00 for boring and $2000.00 for light pole, totaling $2780.00, made by Bailey, 2nd by Allen. Roll Call: Allen – AYE; Bailey – AYE; Kingsley –AYE; Pilgrim – AYE; Whaley – AYE. All ayes, motion passed.

Police report presented and accepted.

March 2016

April 2016

1 Dispatched with Peoria County on a road rage incident on Rt 24.

2 Dollar General Audible Alarm

2 Mapleton BP – car drove into ditch.

3 Dispatched with Peoria County Rt 24 & Reed City – car in ditch.

3 Lockout with toddler locked in car.

3 Assisted Peoria County with a wanted subject in Kingston Mines.

3 Dispatched with THFD on a suicide attempt.

5 Dispatched with THFD on a rescue call.

7 Cow in roadway Hanna City-Glasford/Glasford Rd – moved on.

10 Ordinance violation on Oakley.

11 Ordinance violation 3rd St.

11 Ordinance violation Essex.

12 Officer did a civil standby.

14 Officer did accident report car vs. deer.

16 Officer assisted THFD with traffic control for brush fire on Glasford hill.

17 Subject arrested for Criminal Trespass 6th St. Apts.

17 Subject given Village Ordinance for Poss Marijuana.

Maintenance report presented and accepted.

Tony Brown presented to Board the cost of getting new generator for sewer treatment plant. Discussion followed. Brown to get prices and payments, and report back at May 2016 Board meeting.

Water/Sewer report presented and accepted.

Harold Roberts informed Board that he is selling the utility trailer he has been letting the Village borrow when needed for $400 and asked if Board would like to purchase said utility trailer. Discussion followed.

Motion buy utility trailer from Harold Roberts for $400.00 made by Bailey, 2nd by Pilgrim. Roll Call: Allen – AYE; Bailey – AYE; Kingsley –AYE; Pilgrim – AYE; Whaley – AYE. All ayes, motion passed.

Treasurer’s report presented and accepted.

Motion to pay bills and outstanding Direct Energy, AmerenIL, Visa, and BP Oil bills was made by Bailey, 2nd by Whaley. Roll Call: Allen – AYE; Bailey – AYE; Kingsley –AYE; Pilgrim – AYE; Whaley – AYE. All ayes, motion passed.

Motion to permanently transfer $5,000 to Police Fund, made by Bailey, 2nd by Whaley. Roll Call: Allen – AYE; Bailey – AYE; Kingsley –AYE; Pilgrim – AYE; Whaley – AYE. All ayes, motion passed.

Motion for break at 8:03pm made by Bailey, 2nd by Allen. Roll Call: Allen – AYE; Bailey – AYE; Kingsley –AYE; Pilgrim – AYE; Whaley – AYE. All ayes, motion passed.

Meeting resumed at 8:10 pm.

Committee reports presented and accepted.

Trustee Pilgrim presented quotes from several implement companies regarding a new tractor for mowing and grading. Discussion followed. Ty Bennett from Cross Implement explained his company’s quote for a 2016 John Deere 5065 Tractor with Front Wheel Assist and Shuttle Shift for $26,433.00.

Motion to purchase 2016 John Deere 5065 Tractor with Front Wheel Assist and Shuttle Shift for $26,433.00 from Cross Implement with financing made by Pilgrim, 2nd by Kingsley. Roll Call: Allen – NAYE; Bailey – AYE; Kingsley –AYE; Pilgrim – AYE; Whaley – AYE. Four (4) ayes and one naye. Motion passed.
