Hanna City approves two annexations
The Hanna City Village Board met May 17.
The board meets at 7:30 p.m. on the first and third Tuesday of the month.

The Regular Council Meeting was called to order Mayor Winterroth at 7:30 p.m. with pledge to the flag and a moment of silence to honor those serving our country. Present: Trustees Johnson, Hippen, Pahl, Hoopingarner. Attorney Connor, Engineer Lott, Treasurer Braden and Clerk Klatt.
At 7:32 Trustee Hippen made motion to open public hearing on a proposed annexation agreement with owners seeking to annex property with tax identification number: PIN 16-05-100-011 15904 W. Sommerfield Rd., Hanna City (Williams) and PIN 16-08-427-004 120 S. Isbell St., Hanna City (Isbell). Johnson seconded. all ayes. motion carried. Hearing no comments or questions, Johnson made motion to close public hearing. Hippen seconded. all ayes. motion carried.
Guests: Phil McAlearney and Steve Cackley representing Lakeland-Lakeview Homeowners Association with questions on drainage, parking and single family zoning. McAlearney explained drainage behind Lakeshore Drive is natural waterway but has been partially blocked by erosion and fill-in of used concrete. would appreciate Council approving Village Engineer to view and help determine if it is Village or resident problem. and perhaps share cost of improvement. has a cost estimate of $2,000. Homeowners/residents have expressed concern over debris and other litter on Some properties as well as single family dwellings being used for multiple families.

Treasurer's Report: Treasurer's Report reviewed.Hippen made motion to accept Treasurer's Reports and pay all outstanding bills. Pahl seconded. ROLL CALL VOTE: Hoopingarner: yes, Johnson: yes, Hippen: yes, Pahl: yes. motion carried.
Engineer's Report: Dollar General: Understand Dollar General researching options for sewer & water lines but have not received formal request. Drainage issues: After discussion and since Village had, with permission, placed some used concrete in gully behind Lakeshore Drive, Pahl made motion that Village agree to contribute up to $1,000 to assist in alleviating problem with drainage. Johnson seconded. ROLL CALL VOTE: Johnson: yes, Hippen: yes, Pahl: yes, Hoopingarner: yes. motion carried.
Attorney's Report: (Connor) Attorney presented Ordinance 16-05-01. Johnson made motion to approve Ordinance 16-05-01, authorizing the entry into an annexation agreement for the Williams property, PIN 16-05-100-011. Hoopingarner seconded. ROLL CALL VOTE: Hippen: yes, Pahl: yes, Hoopingarner: yes, Johnson: yes. motion carried. Attorney presented Ordinance 16-05-02. Johnson made motion to approve Ordinance 16-05-02, authorizing the entry into an annexation agreement for the Isbell property, PIN; 16-08-427-004. Pahl seconded. ROLL CALL VOTE: Pahl: yes, Hoopingarner: yes, Johnson: yes, Hippen: yes. motion carried.
Finance (Hoopingarner): Authorized payment of property tax on property that was purchased in September with tax credit given at closing.
Sewer [Pahl); Will vote next meeting on manhole repair and purchase of push camera. Engineer requested to review homeowner's problems with check valve starting to leak.
Streets & Alleys [Weaver): In Weaver's absence, Mayor authorized Invoice 1559 from River City Supply in amount of $127.50 for Rap Surface used at intersection of JoDan Court and Murphy Road to be paid from MFT funds. After discussion, Hoopingarner made motion to approve Invoice from Leman Precast in amount of $580.00 for concrete catch basin for runoff from bulk water plant. Johnson seconded. ROLL CALL VOTE: Hoopingarner: yes, Johnson: yes, Hippen: yes, Pahl: yes. motion carried. Leman invoice is to be paid from General Fund.
Police & Planning [Johnson): Received six incident reports.
Water [Hippen): Sent out 25 shutoff notices totaling $3,408.44. 0 on level pay. two shutoffs in foreclosure totaling $490.42. sold 2,170,459 gallons of water.
Buildings & Grounds (Stear): Stear absent. Nothing to report.
Other: Johnson made motion to approve Mayor's recommendation to appoint William Connor as Village Attorney. Pahl seconded. ROLL CALL VOTE: Johnson: yes, Hippen: yes, Pahl: yes, Hoopingarner: yes. motion carried.
Pahl made motion to approve Mayor's recommendation to appoint Farnsworth Group as Village Engineer-. Hoopingarner seconded., ROLL CALL VOTE: Hippen: yes, Pahl: yes, Hoopingarner: yes, Johnson: yes. motion carried.
Attorney has revised lease agreement for antenna on water tower. Noize Communications has connected internet service to Village Hall. previous service will be disconnected as soon as confirm service is working correctly.
Budget will be voted on at next meeting. has been available for public viewing.
Village should have appraisal for property at the corner of Farmington Rd. and 1st St by second meeting in June.
IEPA has investigated dumping on private property on First Street. and contacted Village. Village has cleaned up site and posted "No Dumping" signs as well as put up fence. will respond to IEPA with description of work done to clean up site and post notice in Shopper.
Correspondence: Received email from Department of Labor regarding prevailing wage survey.
