West Peoria Finance Committee backs grant requests

Meeting 05

The city of West Peoria Finance Committee met May 3.

The Finance Committee is a standing committee of the West Peoria City Council.

Here are the minutes of the meeting as provided by West Peoria:

A regular meeting of the West Peoria Finance Committee was held at West Peoria City Hall located at 2506 W. Rohmann Avenue, West Peoria, Illinois on May 3, 2016 at 5:30 p.m.

1. Call to Order

Chair Meismer called the meeting to order at 5:30 p.m.

2. Roll Call

Members present were Chair Meismer, Alderperson Ganson and Alderperson Reagan. Also present were Mayor Dillon, City Administrator Carlson, City Treasurer Main, Finance Assistant Krider and Cherk Silver.

3. Additions to/or Deletions from the Agenda

City Administrator Carlson offered an addition for discussion only regarding an economic development tool to be discussed as Item D under New Business.

4. Approval of minutes from regular meeting – April 5, 2016

Motion to approve the minutes of the April 5, 2016 meeting was made by Alderperson Reagan, seconded by Alderperson Ganson, Motion carried.

5. Review of Financial Report–March 31, 2016

Motion to receive and file the financial report dated March 31, 2016 was made by Alderperson Reagan, seconded by Alderperson Ganson. Motion carried. City Administrator Carlson reported the annual audit for the city has been scheduled for July 11, 2016.

City Administrator Carlson reported that the Enterprise Zone is in place but no further information or applications submitted. TIF 1 Residential Program is underway for FY 2017; paint program is expected to pick up with the weather improving. Residential Reimbursement Program has seen six applicants on May 2, 2016. Thank you to the Scouts who delivered flyers door to door throughout the city and Haddad's Market for handing them out at checkout. Rekeying city hall is still under investigation. There are currently no annexations in the hopper. Goals are in order, resetting for the current year. Submissions for the Community Word and West Peoria News will include the residential programs, streets to be seal coated and grass clipping notices.

8. New Business

a. Review and recommendation to council for Grant Request 2016-01 to the West Peoria Residents' Association in the amount of $2,000 for West Peoria News expenses (Line Item 01-11-911)

Motion to approve Grant Request 2016-01 and send to council was made by Alderperson Ganson, seconded by Alderperson Reagan. Motion carried.

b. Review and recommendation to council for Grant Request 2016-02 to the West Peoria Residents' Association in the amount of $250 for Jamboree Run 2016 (Line Item 01-11-911)

Motion to approve Grant Request 2016-02 and send to council was made by Alderperson Reagan, seconded by Alderperson Ganson. Motion carried.

c. Review and recommendation to council for payment of TIF 2015 reimbursement for PO#12164 in the amount of $1,000.00 (line item 15-00-929).

Motion to approve payment of TIF 2015 reimbursement for PO #12164 and send to council was made by Alderperson Ganson, seconded by Alderperson Reagan. Motion carried.

9. Public Comment 

City Administrator Carlson reported on a conversation with Steve Kline regarding an economic development tool and Steve Kline is scheduled to present on it at the Plan Commission meeting on May 17, 2016. Carlson noted that anyone interested in hearing more should come to the meeting.

10. Review of Bills 

Bills were reviewed after the meetings adjournment by Chair Meismer and Alderperson Ganson,

Motion to adjourn the meeting at 5:46 p.m. was made by Alderperson Ganson, Alderperson Reagan seconded the motion. Motion carried unanimously by voice.
