Chillicothe City Council awards sealcoating contract

The Chillicothe City Council met July 11.

The City Council meets at 7:00 p.m. on the second and fourth Monday of each month in City Hall, 908 N. Second St.

Here are the meeting minutes as provided by Chillicothe:

The City Council of the City of Chillicothe, Peoria County, Illinois, met in Regular Session July 11, 2016.

Mayor Douglas Crew called the meeting to order at 7:00 P.M.

The Pledge of Allegiance to the Flag of the United States of America was recited.

Chairman Crew directed Clerk Hurd to call Roll.

Present: Mayor Douglas P. Crew

City Treasurer B.L. Bredeman

City Clerk Margaret Hurd

Aldermen: Ronald Beaumont, Judith Cantwell

Danny Colwell, Patricia Connor,

Dennis Gould, Michael Hughes,

Gary Sharp, James Thornton

Also Present: City Attorney Michael Seghetti

Police Chief Scott Mettille

Superintendent of Public Works, Shawn Sutherland

City Engineer, Ken Coulter

Office Manager Denise Passage

Absent:

Chairman Crew declared a Quorum present.

The Minutes of the Regular Council Meeting held on June 27, 2016, were presented.

Motion Alderman Colwell, second Alderman Thornton that the Council dispense with the reading of the Minutes of the June 27, 2016 Regular Council Meeting and approve the Minutes as presented.

Motion carried via voce vote.

Clerk Hurd presented Communications as follows:

1. Clerk Hurd read correspondence from Rosene Schielein thanking the Shademakers for the award she received.

2. Clerk Hurd read correspondence from Kathy Close thanking the Shademakers for the award she received.

3. Economic Development report dated June 2016 as submitted by ED Director Parker.

4. Second quarter Building Permit report submitted by Office Manger Passage.

5. City Engineer report dated July 11, 2016

Motion Alderman Colwell, second Alderman Connor, that the communications, as presented by the Clerk, be placed on file. Motion carried via voce vote.

There were no communications from the Alderman.

Chairman Crew reported the following communications:

1. Chairman Crew reported that he was in receipt of several thank you letters from Pearce Kids Camp who participated in the annual “Kids Council” at City Hall.

2. Chairman Crew reported that he was in receipt of a notice form HomeServe, a provider of emergency home repair service plans, stating they would be mailing offers out to homeowners in our community.

3. Chairman Crew reported presented communications from Bill and Carol Wadsworth of the Ronald Reagan Trail Association stating at their next board meeting (July 21) they will consider absolving the RRTA.

4. Chairman Crew presented communications from IDOT advising the City that the necessary appropriations have been passed and that work will resume on all state-let construction contracts.

5. Chairman Crew attended PPUATS meeting July 6.

6. Chairman Crew announced that there will be a hearing held July 14th at 9:00am at the Peoria County Court House regarding FLM Enterprise, LLC. He stated that he had written and signed an affidavit on July 8 on behalf of the City. He encouraged attendance at the hearing.

Motion Alderman Colwell, second Alderman Hughes that the communications as presented by the Mayor and Alderman be placed on file. Motion carried via Voce Vote.

Motion Alderman Thornton, second Alderman Gould that the bills as presented be paid and the payrolls and transfers be approved.

Roll Call Vote was:

Ayes: Beaumont, Cantwell, Colwell, Connor, Gould, Hughes, Sharp, Thornton

Nays: None

Chairman declared motion carried.

Chairman Crew read letter of resignation from Dispatcher Michelle Bailey.

Motion Alderman Colwell, second Alderman Beaumont that the Council accept the resignation of Dispatcher Bailey, effective July 11, 2016. Motion carried via Voce Vote.

Chairman Crew then turned the floor over to Alderman Connor. Alderman Connor then introduced the 2016 Shademaker’s Beautification Award Winners.

The winners were as follows:

Commercial Award – Southside Bank

Landscaping Award – Evergreen Senior Living

Special Feature Award- Brent and Tiffany Kamrath

All Around Award – Rosene Schielein

Hidden Treasure Award- Kathleen Close

Residential Award – David and Angie Singley

Rental and Investment Award – Jerry Donnelly

Motion Alderman Gould, second Alderman Hughes that the Council approve Ordinance No. 16-07-14, an ordinance authorizing the sale of surplus property ( 1992 F150 Pick Up Truck VIN#1FTEF15N1NNA07489).

Roll Call Vote was:

Ayes: Beaumont, Cantwell, Colwell, Connor, Gould, Hughes, Sharp, Thornton

Nays: None

Chairman declared Ordinance NO. 16-07-14 passed and signed the same.

Motion Alderman Gould, second Alderman Connor that the council accept and award the bid for the 2016 sealcoating, to Pavement Maintenance Services Inc. in the amount of $18,240.50. Payable from the Motor Fuel Tax Fund. The Contractor on this project must pay the "prevailing rate of wages" as determined by the City pursuant to the Illinois Prevailing Wage Act (820 ILCS 130/1 et seq.) and comply with all other provisions of such Act.

Roll Call Vote was:

Ayes: Beaumont, Cantwell, Colwell, Connor, Gould, Hughes, Sharp, Thornton

Nays: None

Chairman declared motion carried.

Motion Alderman Colwell, second Alderman Hughes, that the Council hire the follow two people as parttime dispatchers, at an hourly rate of $15.00, subject to pre-employment testing.

Roll Call Vote was:

Ayes: Beaumont, Cantwell, Colwell, Connor, Gould, Hughes, Sharp, Thornton

Nays: None

Chairman declared motion carried

Motion Alderman Colwell, second Alderman Hughes that the Council authorize the Police Chief to advertise for a Part time dispatcher. Motion carried via Voce Vote.

Motion Alderman Colwell, second Alderman Cantwell that the Council adjourn to Closed Session at 7:21 p.m., possible action may be taken upon returning to open session.

Roll Call Vote was:

Ayes: Beaumont, Cantwell, Colwell, Connor, Gould, Hughes, Sharp, Thornton

Nays: None

Chairman declared motion carried

Council returned to open session at 8:30 pm.

Chairman Crew announced that there being no further business the Council meeting adjourned at 8:31 pm.
