Hanna City Council designs waste survey

The village of Hanna City Council met Oct. 4 to design a survey for residents regarding waste pickup.

Council Meeting Minutes

October 4, 2016

The Regular Council Meeting was called to order Mayor Winterroth at 7:30 p.m. with pledge to the flag and a moment of silence to honor those serving our country. Present: Trustees Weaver, Hoopingarner, Johnson, Stear, Fryxell, Pahl … Attorney Connor, Engineer Lott, Treasurer Braden and Clerk Klatt.

Guests: Rebekah Schwind and Anni Davidovics to present event idea for Scavenger Hunt on Saturday, October 22 from 4 - 6 p.m. at Hanna City Park District ballpark … they met with HCPD and have their permission … Village would not be responsible or liable. It will be a family friendly event with entry fee paid by teams to cover cost of grand prize.

Minutes: Trustee Johnson made motion to approve the minutes of the regular meeting on

September 20, 2016, as presented … Seconded by Trustee Fryxell … all ayes … motion carried.

Treasurer’s Report: After discussion, Hoopingarner made motion to accept Treasurer’s Reports and pay all outstanding bills. Weaver seconded. ROLL CALL VOTE: Hoopingarner: yes, Johnson: yes, Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes … motion carried.

Engineer's Report (Lott): MFT Project completed … spray patching was done today.

Main Street Project: Last layer of paving was completed today … striping will be done within next week or two … appreciate flexibility and patience from community for project. One area will have some added cost since Village equipment was not able to carry all the patching material … UCM will be billing for truck and time.

Engineer recommends Village accept water and sewer lines installed by Dollar General contractor in accordance with plans submitted and approved … recommends acceptance by Village and incorporation into Village systems. Recommendation is limited to infrastructure turned over to Village … private site development was not reviewed. After discussion, Pahl made motion to accept new water and sewer lines installed from Brad Court to McAllister Road which have been approved by IEPA, Farnsworth and Village and are in compliance with our specifications … Stear seconded. ROLL CALL VOTE: Johnson: yes, Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes … motion carried.

Attorney’s Report (Connor): Craig Stanford will be leaving our office to start up his own handyman company … Farmington HS and ISU graduate, Sammi Metzen has been hired as paralegal.

Finance (Hoopingarner): Sales tax revenue has been increasing due to new businesses in town.

Sewer (Pahl): Nothing to report.

Streets & Alleys (Weaver): Received bill for seal coating from R. A. Cullinan in amount of $21,298.80 … slightly higher than budgeted amount of $20,500.00 but within 10%. Weaver made motion to approve invoice which was included in MFT Program … Fryxell seconded … ROLL CALL VOTE: Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes … motion carried. MFT Program for 2016-17 is complete except for a few miscellaneous expenditures.

Police & Planning (Johnson): Received 11 incident reports. PAWS contract expires this year … will contact them.

Water (Fryxell): Approved total of seven checks to be paid from escrow account totaling $312.00. Water Clerk Pluskwik will be attending utilities billing class in November.

Buildings & Grounds (Stear): Nothing to report.

Other: After discussion, Hoopingarner made motion for Trick or Treat hours to be on Monday, October 31, from 5 - 8 p.m. with notice to be published in Shopper … Stear seconded … all ayes … motion carried.

Goodwill Stand down for Homeless Veterans will be held at Dozer Park on October 8, from 10 a.m. to 2 p.m.

Trustee Fryxell will work with Mayor to design survey for residents to see if there is any interest in yard waste pickup by garbage contractor for added cost.

Received notice from State of Illinois that Annual Financial Report is due October 27 … forwarded to Auditor.
