Peoria Advisory Committee on Police-Community Relations met Thursday, Oct. 13.

MINUTES OF THE ADVISORY COMMITTEE ON POLICE COMMUNITY RELATIONS

October 13, 2016 – 5:30 p.m.

The scheduled regular meeting of the Advisory Committee on Police Community Relations was held Thursday, October 13, 2016, in Room 404 at City Hall, 419 Fulton Street, Peoria, Illinois with proper notice posted. Chair Ali called the meeting to order at 5:30 p.m.

Roll Call - Present: R. Ali, chair, D. Backes, E. Bailey-Green, J. Bastian, S. Draper, M. Fogliano, D. Jackson, J. Mitchell, D. Moore, B. Oest, C. Patterson, S. Sierra, and E. Thomas. Excused Absences: L. King, C. Schierer, T. Wester, and H. Williamson.

Chair Ali acknowledged a quorum.

Approval of Minutes - Chair R. Ali asked for a motion to approve the minutes of August 11, 2016. Member M. Fogliano motioned; seconded by member Sierra. Motion approved by via voice vote. Minutes approved.

Chair Ali welcomed guests.

General Police Update

Crime Summary comparison to 2015: Decrease in robbery, aggravated assaults, and homicide; increases in property theft and violent crimes (shootings).

The Peoria Police Department acquired the Integrated Ballistics Identification System (IBIS).

The system has the ability to assist investigators to identify links between past, present and future cases of recovered shell casings and/or firearms. The turnaround time is several hours as opposed to weeks or months.

The Police Department’s third annual Trick or Treat-Open House to be held Saturday, October 29th from 4-8 PM.

Anticipate police officers with 25-30 years of service to retire soon.

An ongoing hiring process of police personnel.

Member B. Oest left the meeting at 6:15 p.m.

Unfinished Business – Chair Ali reminded members of the Retreat on Saturday, October 15th from 9 a.m. to Noon at the downtown Peoria Public Library lower level conference room.

Members unable to attend: S. Draper, H. Williamson, C. Schierer, E. Thomas, and B. Oest.

Member D. Jackson left the meeting at 6:17 p.m.

New Business – The committee discussed the idea to create online complaint form and commendation form for citizens to complete and submit directly to the department on police personnel behavior. Some citizens feel uncomfortable or unable to come down to the station to fill out the necessary forms. Chair Ali asked for a motion. Member Green motioned for the Police Department to create an online complaint form and commendation form on the City’s website; seconded by Member Fogliano. Motion approved by via voice vote.

Member Fogliano acknowledged he saw the City’s flag banner highlighting two police officers on a light pole on Main Street near the Peoria Public Library.

Citizen opportunity to address the committee – No citizens addressed the committee.

Executive Session – None

Adjournment - Chair R. Ali asked for a motion to adjourn. Member M. Fogliano motioned; seconded by member S. Sierra. Motion approved by a viva voce vote to adjourn the meeting at 6:24 p.m. Motion carried. Meeting adjourned.
