W E S T PEORIA

A regular meeting of the West Peoria Transportation Committee was held at West Peoria City Hall located at 2506 W. Rohmann Avenue, West Peoria, Illinois 61604 at 6:00 p.m. on October 13, 2016.

1. Call to Order

Chair Silver called the meeting to order at 6:00 p.m.

2. Roll Call

Members present were Chair Silver and Alderperson Barnes. Also present were Mayor Dillon, City Administrator Carlson, Street Department Manager Strube and Clerk Silver. Absent was Alderperson Reagan.

3. Additions to/or Deletions from the Agenda

No additions or deletions from the agenda were offered.

4. Approval of Minutes - September 8, 2016

Alderperson Barnes made a motion to approve the minutes of the September 8, 2016 meeting. Chair Silver seconded the motion.

5. Sidewalk petition review

1. Motion to temporarily adjourn for 5 minutes to travel to sidewalks at West Barker between Sterling and LeRoy was made by Chair Silver at 6:08 p.m. Alderperson Barnes seconded the motion. Motion carried.

a. Motion to reconvene at sidewalks at West Barker between Sterling and LeRoy was made at 6:09 p.m. by Chair Silver. Alderperson Barnes seconded the motion. Motion carried.

b. Roll Call

Members present were Chair Silver and Alderperson Barnes. Also present were Mayor Dillon, Street Department Manager Strube and Clerk Silver. City Administrator Carlson remained at City Hall during the travel portion of the meeting. Absent was Alderperson Reagan.

The assemblage drove the length of the sidewalk called out in the petition and noted the condition of the sidewalks paying special attention to the drains and curbs.

2. Motion to temporarily adjourn for 5 minutes to travel to sidewalk on North side of Manor Parkway between Fairway and Dixon - Alley and Fairway was made at 6:12 p.m. by Alderperson Barnes. Chair Silver seconded the motion. Motion carried.

The group got out and walked the length of the sidewalk called out in the petition and familiarized themselves with the requirements for this submission, discussing the property lines and where the project would start and finish.

3. Motion to temporarily adjourn for 5 minutes for travel to 2506 W. Rohmann Avenue was made at 6:18 p.m. by Alderperson Barnes. Chair Silver seconded the motion. Motion carried.

Motion to reconvene at 2506 W. Rohmann Avenue, West Peoria was made by Alderperson Barnes at 6:19 p.m. Chair Silver Seconded the motion. Motion carried.

Roll Call Upon Return Members present were Chair Silver and Alderperson Barnes. Also present were Mayor Dillon, City Administrator Carlson, Street Department Manager Strube and Clerk Silver. Absent was Alderperson Reagan.

Review of Financial Report

Motion to receive and file the financial report dated August 31, 2016 was made by Alderperson Barnes. Chair Silver seconded the motion. Motion carried.

Reports

a. City Engineer's Report b. Economic Development Report c. Street Department Manager's Report

Street Department Manager Strube reported that sealcoating has been completed, remarking that the process went well, cars were removed from the street with the help of the Peoria County Sheriff's Department. Rock sweeping will continue with leaf collection. Other maintenance continues in the season including a new Culvert under Richmond Avenue. Strube reported the sealcoating bill coming in at $107,172.95 was the same as the bid price. Bill was received via fax on 10/13/2016 and will go to Council on 10/25/2016. Alley maintenance is planned before snowplowing to ensure trucks can get through. Measurement for sealcoating in the 2017 bid season is planned for Sterling, Waverly and Rohmann.

a. Review of invoice #2275 from Hermann and Associates, LLC, in the amount of $16,111.35 for Callender/Waverly Storm Sewer Project (line item #15-00-532) was determined to have been approved and paid previously, no action was taken.
