Council Meeting Minutes

December 6, 2016

The Regular Council Meeting was called to order Mayor Winterroth at 7:32 p.m. with pledge to the flag and a moment of silence to honor those serving our country. Present: Trustees Hoopingarner, Johnson, Stear … Attorney Connor, Treasurer Braden and Clerk Klatt.

Guests: None present.

Minutes: Trustee Stear made motion to approve the minutes of the regular meeting on

November 15, 2016, as presented … Seconded by Trustee Hoopingarner … all ayes … motion carried.

Treasurer's Report: After discussion, Hoopingarner made motion to accept Treasurer's Reports and pay all outstanding bills … Stear seconded. ROLL CALL VOTE: Hoopingarner: yes, Stear: yes, Johnson: yes, Winterroth: yes … motion carried.

Engineer's Report (Lott): Received annual Water System Evaluation report from IEPA … will work with Jim Swearingen and come up with draft of recommended response.

Attorney’s Report (Connor): Tax levy amount of $120,200.00 has been previously approved. Attorney Connor presented tax levy ordinance. After discussion, Hoopingarner made motion to approve 2016-2017 Tax Levy Ordinance No. 16-12-01 levying the annual municipal tax for the Village of Hanna City, Peoria County, Illinois for the fiscal year beginning May 1, 2016, and ending April 30, 2017 … Johnson seconded. ROLL CALL VOTE: Stear: yes, Johnson: yes, Winterroth: yes, Hoopingarner: yes … motion carried.

Attorney presented copy of amendment to water ordinance to include tampering with water meters and shut off valves. Council asked to review and email any changes to Trustee Fryxell.

Finance (Hoopingarner): Update: As previously approved, three funds (Railroad, Water Tower and Sewer) have been partially moved to Bank of Farmington … savings accounts still open but majority of funds in 19-month CD's (individually) receiving $1.15 interest instead of $.05.

Hoopingarner made motion to approve payment to Attorney William Connor in amount of $2,117.50 for invoice not on warrant list … Stear seconded. ROLL CALLVOTE: Johnson: yes, Winterroth: yes, Hoopingarner: yes, Stear: yes … motion carried.

Hoopingarner made motion to transfer $76.76 from General Fund to MFT fund to cover cost of two signs paid by mistake from MFT account … Johnson seconded. ROLL CALL VOTE: Winterroth: yes, Hoopingarner: yes, Stear: yes, Johnson: yes … motion carried.

After discussion, Stear made motion to pay year-end bonuses of $100.00 after taxes for full time employees and $50.00 after taxes for part-time employees … Johnson seconded. ROLL CALL VOTE: Hoopingarner: yes, Stear: yes, Johnson: yes, Winterroth: yes … motion carried.

Streets & Alleys (Weaver): In Weaver's absence, Hoopingarner approved Invoice116489 from N. E. Finch Co. in amount of $62.00 for ice control slag. Hoopingarner made motion to approve Invoice 181327 in amount of $914.92 from Farnsworth Group for construction engineering for MFT Program for spray patching and seal coating … Johnson seconded. ROLL CALL VOTE: Stear: yes, Johnson: yes, Winterroth: yes, Hoopingarner: yes … motion carried. Both invoices will be paid from MFT funds.

Sewer (Pahl): In Pahl's absence, Mayor reported that new tires are needed for Village truck. After discussion, Hoopingarner made motion to purchase four tires for grey truck from Zane's with price not to exceed $1300.00 … Johnson seconded. ROLL CALL VOTE: Johnson: yes, Winterroth: yes, Hoopingarner: yes, Stear: yes … motion carried.

The Chicago St. Lift station control panel starter contacts burnt so Jim replaced the contacts and the starter is working fine

Police & Planning (Johnson): Received 6 incident reports and end-of-year summation report from County. Johnson made motion to approve recommendation from Planning & Zoning Commission to issue permit for resident on Third Street to replace chain link fence with picket fence … in compliance with Village requirements … Stear seconded … ROLL CALL VOTE: Winterroth: yes, Hoopingarner: yes, Stear: yes, Johnson: yes … motion carried.

Johnson made motion to approve invoice from Christmas Lane in amount of $1245.00 for storage and repair of Christmas decorations … Hoopingarner seconded … ROLL CALL VOTE: Hoopingarner: yes, Stear: yes, Johnson: yes, Winterroth: yes … motion carried. Village will need to take down, do maintenance and store decorations.

Water (Fryxell): In Fryxell's absence, Mayor Winterroth approved five checks totaling $220.00 to be paid from water escrow account. Since Water clerk Pluswick has completed her six months on job, Johnson made motion to approve $1.00/hour salary adjustment to be effective November 1, 2016 … Hoopingarner seconded. ROLL CALL VOTE: Stear: yes, Johnson: yes, Winterroth: yes, Hoopingarner: yew … motion carried.

Buildings & Grounds (Stear): Received bucket truck from Ameren … F550 … nice truck. Attorney will draw up ordinance for excess property … please let him know of any property not needed.

Clerk to send thank you to Dawson Fabrication for work on boom truck.

Other: Caucuses were held on December 5 at 6:00 p.m.

Council asked to be thinking of budget priorities for next year.

Correspondence: IML email attaching sample travel and expense control ordinance … new law effective 1/1/17. Letter from Mediacom stating their compliance with EEO/AAO. UCM Christmas luncheon will be held December 8, from 11a-2p at Expo Gardens. Received thank you from HCPD for Village's contribution to Heritage Days.
