Glasford Board of Trustees renews contract with Peoria County Animal Protection Services

Glasford Board of Trustees met Oct. 20.

Glasford is governed by the village board, which consists of the president and six trustees. Members' terms are four years, and municipal elections are held in the odd-numbered years. The board meets at 7 p.m. on the third Thursday of every month at the Village Hall, 305 Oak St.

OCTOBER 20, 2016

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:02pm. In attendance were Clerk Stetler, Trustees Bailey, Kingsley, Pilgrim, Schoenbrun and Whaley. Trustee Allen entered meeting at 7:05pm. Mayor Rudd was absent and Trustee Pilgrim acted as Mayor Protem for the meeting. Also in attendance was Chief Harper, Streets/Maint. Supt. Reimer, Water/Sewer Supt. Brown, Harold Roberts, and Ed Best.

Motion to accept Sept. 15, 2016 CDAP hearing minutes and Sept. 15, 2016 board meeting minutes made by Bailey, 2nd by Kingsley. Roll call… Bailey – AYE; Kingsley – AYE; Schoenbrun – AYE: Whaley – AYE. Trustee Allen was absent for this vote. All ayes. Motion carried.

Police report presented and accepted.

September 2016:

12 Officer did lock out at IBMS.

12 Officer took report of possible trespass to garage.

16 Power outage along Main St

17 Officer dispatched to rescue call on Main St.

17 Officer dispatched to BP on a possible overdose – no county available

17 Officer dispatched to Essex on a seizure.

18 Officer dispatched with Peoria County 13000 blk S Glasford Rd hit and run crash.

20 Officer dispatched with Peoria County in Kingston Mines on trouble with a male.

20 Officer dispatched with Peoria County on an accident Wheeler & Glasford Rd.

23 Officer took report of earlier trouble with neighbor.

23 Officer dispatched with Peoria County car crash 24 & Powell Rd.

25 Officer dispatched to barking dog – all quiet on arrival

27 Officer took report of telephone harassment.

30 Officer took report of neighbor trouble.

30 Officer dispatched to verbal argument outside of R Corner Bar – separated

30 Officer dispatched to Kingston Mines on loud music call – County unavailable

October 2016:

2 Officer dispatched to 6th St on a suicidal subject

2 Officer arrested subject driving suspended, no insurance, expired registration

3 Officer arrested subject for driving revoked, obstructing identification, failure to signal

4 Officer arrested subject for disorderly conduct

4 Officer dispatched to 6th St on a possible suicide attempt

8 Officer dispatched to 3rd St on a deceased person

8 Chief assisted Peoria County on Main St. person hit by car CPR initiated.

9 Officer issued Ordinance for Possession of Marijuana less than 2.5g

12 Officer took report of theft from Casey’s

13 Officer arrested subject driving revoked

16 Officer arrested subject DUI

16 Officer did welfare check on elderly female on S Oak – transported to hospital.

Streets/Maintenance report presented and accepted.

Water/Sewer report presented and accepted.

Harold Roberts presented to the Board the costs for any future repairs on fire hydrants. Discussion followed.

Motion for break at 8:00pm made by Schoenbrun, 2nd by Bailey. Roll Call: Allen – AYE; Bailey – AYE; Kingsley –AYE; Schoenbrun – AYE; Whaley – AYE. All ayes, motion passed.

Meeting resumed at 8:05pm.

Treasurer’s report presented and accepted.

Motion to pay bills and outstanding AmerenIL and Visa bills was made by Kingsley, 2nd by Allen. Roll call… Allen – AYE; Bailey – AYE; Kingsley – AYE; Schoenbrun – AYE: Whaley – AYE. All ayes. Motion carried.

Motion to make a $100.00 donation to IB Senior Citizens’ Christmas Program made by Kingsley, 2nd by Schoenbrun. Roll call… Allen – AYE; Bailey – AYE; Kingsley – AYE; Schoenbrun – AYE: Whaley – AYE. All ayes. Motion carried.

Motion to put Christmas ad in the Gazette for holiday season made by Schoenbrun, 2nd by Kingsley. Roll call… Allen – AYE; Bailey – AYE; Kingsley – AYE; Schoenbrun – AYE: Whaley – AYE. All ayes. Motion carried.

Motion to make $200.00 donation to the Glasford Christmas Basket fund made by Kingsley, 2nd by Allen. Roll call… Allen – AYE; Bailey – AYE; Kingsley – AYE; Schoenbrun – AYE: Whaley – AYE. All ayes. Motion carried.

Motion to purchase holiday $25.00 gift certificates from C&M Market for employees made by Schoenbrun, 2nd by Kingsley. Roll call… Allen – AYE; Bailey – AYE; Kingsley – AYE; Schoenbrun – AYE: Whaley – AYE. All ayes. Motion carried.

Motion to pass Resolution 10202016 to Cast a Ballot for Brad Trent in the 2016 IMRF Executive Trustee Election made by Bailey, 2nd by Kingsley. Roll call… Allen – AYE; Bailey – AYE; Kingsley – AYE; Schoenbrun – NAYE: Whaley – NAYE. Three ayes and two nayes. Motion carried.

Motion to renew Contract with Peoria County Animal Protection Services which expires 12/31/16. New contract will continue to provide full animal control services at a fee increase of $0 per capita for 2017, $.10 per capita for 2018, and $.20, made by Bailey, 2nd by Allen. Roll call… Allen – AYE; Bailey – AYE; Kingsley – AYE; Schoenbrun – AYE: Whaley – AYE. All ayes. Motion carried.

Clerk requested in Mayor’s absence that Whitetails Firepit & Grill be permitted to block off street on October 29, 2016 between Main Street and alley for Halloween activities. Discussion followed.
