Peoria County Board appoints temporary chair person

The Peoria County Board met Dec. 5 to appoint a temporary chair person.

4. Appointment of a Temporary Chairperson by the Presiding Officer

Chairman Rand appointed Morris as Temporary Chair; Morris took the Chair.

5. Report of the County Clerk on member credentials

County Clerk Steve Sonnemaker stated that he received the Abstract of Votes Cast for the November 8, 2016

General Election and read the following persons’ names as having been elected: Sharon K. Williams, District 1;

Barry John Robinson, District 3; Rachael Parker, District 5; James C. “Jimmy” Dillon, District 7; Michael E.

Phelan, District 9; Gregory J. Adamson, District 11; James T. Fennell, District 13; Steven Rieker, District 15;

and Thomas H. O’Neill III, District 17.

6. Swearing in of Newly Elected Members by the County Clerk

County Clerk Sonnemaker administered the oath of office to Robinson. Robinson said it’s a great honor to be

working with the fellow members. He said he looks forward to working with them and doing the best for this

community. He introduced his family.

County Clerk Sonnemaker administered the oath of office to Rieker. Rieker said he was thankful for the

opportunity and introduced his family.

County Clerk Sonnemaker administered the oath of office to Adamson. Adamson thanked everyone for coming

and congratulated everyone being elected. He thanked everyone in District 11 for giving him the opportunity to

help serve the County; stating he’s eager to work with everyone on the Board to do the best for the citizens. He

introduced his family.

County Clerk Sonnemaker administered the oath of office to Dillon, Fennell, O’Neill, Parker, Phelan and

Williams.

7. Roll Call of the Members of the Board

Attendance was taken with the Roll Call-Pro voting system, and the following members of the Board were

present: Adamson, Baietto, Dillon, Elsasser, Fennell, Harding, Mayer, Morris, O'Neill, Parker, Phelan, Rand,

Rieker, Robinson, Rosenbohm, Salzer, Watkins and Williams.

8. Adoption of Temporary Rules of Order

Mayer moved for adoption of the temporary rules of order and Baietto seconded. Mayer explained that these

are the same rules of the last County Board as amended. He explained that it is his understanding that

members will be appointed to the rules committee and if changes are wanted, get them to the rules committee

or the Chairman. He said the plan is to adopt permanent rules at the January meeting. The temporary rules of

order passed by a roll call vote of 17 ayes and 1 nay, with Harding voting nay.

9. Nominations for Chairperson of the County Board

Mayer nominated Rand; Fennell seconded. Morris asked three times whether there were any other

nominations; there were none.

10. Election of Chairperson of the County Board as provided in Article III, Section 2

Harding said there has not been a balanced budget in two years with the deficit spending. He said the recently

passed budget had tax increases, fee increases and layoffs without reviewing constitutional duties regarding

public safety and roads. He encouraged members to look for new leadership. He noted that Rand had said the

County will be in the same position two years from now if the economy doesn’t change; which Harding said is

not leading, it’s hoping for the best. He said he believes the Board could do better.

Mayer said he disagrees and urged an aye vote for Rand. The nomination of Rand as Chairperson was

approved by a roll call vote of 15 ayes and 3 nays, with Adamson, Elsasser and Harding voting nay. Rand

assumed the Chair.

11. Nominations for Vice-Chairperson of the County Board

Fennell nominated Morris; Dillon seconded. Chairman Rand asked three times whether there were any other

nominations; there were none.

12. Election of Vice-Chairperson of the County Board as provided in Article III, Section 2

The nomination of Morris as Vice-Chairperson was approved by a unanimous roll call vote of 18 ayes.

There being no further business before the Board, the Chairman announced the meeting was adjourned.
